The long-term forecast for national science and technological development (up to 2030) has been compiled and updated under Presidential Instruction, issued after the 18 April 2008 meeting of the State Council Presidium.
In January 2009, the first long-term forecast for national science and technological development was approved at a meeting of the Government Commission on High Technologies and Innovation.
The current forecast of national science and technological development up to 2030 was drafted by the Ministry of Education and Science, in cooperation with the concerned federal executive agencies and organisations and in accordance with Clause 22 of the No Pr-2034 List of National Strategic Planning Documents, which should be drafted and approved in 2013-2015 (approved by Russian President Vladimir Putin on 1 September 2013) and Government Instruction No DM-P13-6885 of 27 September 2013.
The forecast focuses on the following high-priority areas of national science and technological development:
· Information and communications technologies;
· Biological engineering;
· Medicine and healthcare;
· New materials and nanotechnologies;
· Frugal use of natural resources;
· Transport and space systems;
· Energy efficiency and energy saving programmes.
The following main results have been obtained during the drafting of this forecast:
· Aspects exerting the greatest influence on science and technologies and the resultant challenges for long-term economic, science and social development have been singled out;
· Risks and new opportunities for Russia’s science and technological development have been determined;
· Promising markets, product groups and potential areas for demand for innovative Russian technologies and other innovations have been determined;
· High-priority research and development objectives have been identified.
