Dmitry Medvedev has attended the Phase-1 opening ceremony at the Paroc thermal insulation plant in the village of Izoplit in the Tver Region. The event was also attended by Finland’s Minister of Economic Affairs, Jan Vapaavuori and Paroc Group CEO, Kari Lehtinen.
Remarks by Dmitry Medvedev at the opening ceremony
Dmitry Medvedev: Good afternoon, friends. We came here today on a wonderful occasion. It is my pleasure to extend my congratulations on the launch of the Phase-1 facilities. I hope that the products made by the plant will be in high demand on international as well as domestic markets.
The investor, Paroc Group, is a leading European producer of thermal insulation products. The company intends to invest significant funds, about 7 billion roubles, in this project. I’m pleased to see a Finnish investor coming to the Tver Region because the region has not seen as many investments as other regions around the capital. I hope that this is only the beginning, that it won’t stop here, and that the region will do its outmost to enhance its investment appeal.

I hope that the new plant will offer decent salaries and social protection to motivate employees to work attentively, responsibly, and with the maximum efficiency.
There is no doubt that the future lies with companies that create relevant eco-friendly technologies. It is gratifying to see a foreign investor upgrade the village’s biological treatment plant, which is important for the future and will improve the environment for local residents.

You all know that Russia is not the warmest country in the world – today is actually the first cold winter day with temperatures as low as -10 degrees, and even lower during the night hours – so the fact that Russia has one of the largest thermal isolation markets, at least in terms of sales, should not come as a surprise. It turns out that this market totalled 90 billion roubles in 2012, or about $3 billion, which is a substantial amount. Moving forward, this segment is not expected to shrink, since Russia has not become much warmer despite all of the talk about global warming, so we will still need insulation products. Major construction projects will fuel sustained demand for these new materials. I hope that this will help to address another important objective, which is to create an energy efficient economy. This objective is highly relevant, since we made the commitment to reduce the energy intensity of Russia’s economy by 30% by 2016, and further down to 40% by 2020 compared to 2007. All in all, I think that this is a fine enterprise and a fine project. I’m confident that there will be more important achievements in the future. We expect the plant to launch the Phase-2 and Phase-3 facilities.
