The Ministry of Agriculture drafted this state programme in accordance with Government Resolution No. 1950-r, On Approval of the List of State Programmes of November 11, 2010 (paragraph 26). The Ministry of Agriculture is in charge of implementation of this programme, and the Federal Agency for Fishery will act as its co-implementor. The Federal Agency for Atomic Energy (Rosatom) has been designated as a participant of this state programme.
The document defines goals, objectives and policy priorities with regard to developing the fishery industry to 2020, as well as the mechanisms to implement measures designed to expand the fishery industry and assess performance results.
The goal of the state programme is to ensure the transition from exports of raw materials to the innovative growth of the fishery industry based on preservation, reproduction, and sustainable use of aquatic resources, innovative production processes and global competitiveness of the products and services provided by Russia's fishery industry.
The state programme consists of six sub-programmes, namely, Fishery Industry Organisation, Promoting Aquaculture, Research and Innovation, Protection and Oversight, Modernisation and Incentives, and Facilitating Implementation of the State Programme.
The state programme will be implemented in 2013-2020 in two phases: the first phase will last from 2013 to 2017, and the second phase from 2018 to 2020.
The functioning and expansion of the Russian fishery industry depends on the amount of financial support for the state programme and is based on several scenarios.
1) The baseline scenario includes financial support provided by the Ministry of Finance as part of budgetary appropriations for the current fiscal year and the planning period, and also includes the scenario outlined in the long-term forecast for the socioeconomic development of the Russian Federation.
Under this scenario, total funding for the programme to 2020 will amount to 90.6 billion roubles, including 88.9 billion roubles from the federal budget and 1.7 billion roubles from extrabudgetary sources.
Under the baseline scenario, the production of aquatic biological resources will amount to 4.5 million tonnes by 2020; aquaculture production will amount to 150,000 tonnes; the production of processed and preserved fish and fish products will be 3.9 million tonnes; per capita consumption of fish and fish products in Russia will amount to 22.7 kg per year; the share of domestic fish products on the domestic market will amount to 68.2%; and labour productivity will increase by 37% as compared with 2011.
2) Under the best scenario, the state programme will be based on large-scale renovation of the material and technical base of the fishery industry; active involvement of the state in economic processes in the industry; improvements in the regulatory framework and the development of public-private partnership; and the implementation of new federal and departmental targeted programmes.
Under this scenario, 191.8 billion roubles have been set aside to finance the state programme in 2013-2020, including 184.2 billion roubles from the federal budget (95.3 billion more needed), 5.9 billion roubles from the consolidated budgets of the Russian regions and 1.7 billion roubles from extrabudgetary sources.
Under the best scenario, the production of aquatic biological resources will amount to 6.2 million tonnes by 2020; aquaculture production will be 410,000 tonnes; production of processed and preserved fish and fish products will be 5.3 million tonnes; per capita consumption of fish and fish products in Russia will amount to 28 kg per year; the share of domestic fish products on the domestic market will amount to 85%; and labour productivity will increase by 70% as compared with 2011.
Performance under the state programme will be evaluated based on comparative year-by-year indicators and cumulatively relative to the baseline year.
The draft document was approved at a Government meeting on February 28, 2013.
