I. On the implementation of regional healthcare modernisation programmes, as of December 1, 2012Senior officials (the heads of regional executive institutions of state authority) shall personally oversee the timely and full implementation of regional healthcare modernisation programmes in 2012, including the spending of the funding allocated for these purposes.
II. On the results of providing affordable pre-school education for children aged 3-7, as of December 1, 2012
1. The Ministry of Education and Science (Dmitry Livanov), in cooperation with regional executive agencies, shall assess the potential demand of citizens for the services of the pre-school education system up to 2016, taking into account the demographic situation, the need to observe sanitary-epidemiological standards regarding the work of pre-school institutions, as well as the number of children receiving alternative forms of pre-school education.
The results are to be reported to the Government by March 1, 2013.
2. The heads of regional executive agencies shall oversee the work to ensure the timely updating of information submitted to the data network of the Ministry of Education and Science, which is responsible for the monthly monitoring of the provision of pre-school education services to children and/or services for their upkeep.
III. On raising the salaries of teachers in secondary education institutions
1. The Ministry of Education and Science (Dmitry Livanov) shall submit updated information on the implementation of Presidential Executive Order No. 597 of May 7, 2012 on raising average salaries of teachers in pre-school and secondary education institutions in Russian regions to the Government for consideration.
Deadline: December 26, 2012.
IV. On signing agreements to allocate federal budget subsidies to regional budgets for the co-financing of costs arising during the setting of monthly payments, as specified by Paragraph 2 of Presidential Executive Order No. 606 of May 7, 2012 On Measures to Implement the Demographic Policy of the Russian Federation.
1. To note that, as of December 20, 2012, the Ministry of Labour and Social Security signed agreements with 49 out of 50 Russian regions, the exception being the Kamchatka Territory.
2. Senior officials (heads of regional executive agencies) shall organise work in order to explain to the public about benefit payments to parents for a third or subsequent child.
The results of the work are to be reported to the Ministry of Labour and Social Security by January 20, 2013.
V. On introducing amendments and additions to current sanitary-epidemiological standards in accordance with the proposals of Russian regions
1. To advise regional executive agencies that they should be guided by explanations of the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) with regard to pre-school institutions in order to ensure standard law enforcement practice with regard to sanitary-epidemiological standards 2.4.1.2660-10 Sanitary-Epidemiological Standards Regarding the Structure, Content and Organisation of Work in Pre-School Institutions, taking into account the letters of October 19, 2012 and December 17, 2012.
VI. On the readiness of Russian regions for the 2012-2013 flu and acute viral respiratory disease epidemic season
1. Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) (Gennady Onishchenko) shall monitor the number of cases of flu and acute viral respiratory disease and the readiness of Russian regions to implement a range of preventive and anti-epidemic measures during an epidemic of flu and acute viral respiratory disease.
2. To advise the heads of regional executive agencies to implement the full range of preventive and anti-epidemic measures in educational institutions, and to ensure that medical institutions are ready to cope with a possible flu and acute viral respiratory disease epidemic.
