Dmitry Chernyshenko holds a working meeting with Dang Minh Khoi
Deputy Prime Minister of Russia Dmitry Chernyshenko held a working meeting with Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Russian Federation Dang Minh Khoi. The parties discussed cooperation in energy, finance, tourism, and education.
“Last year marked the 75th anniversary of Russia-Vietnam diplomatic relations which is a milestone date. We are here to reiterate mutual commitment to implementing the existing agreements with Vietnam’s leadership. We note with satisfaction the intensive contacts maintained by our respective ministries and agencies. Bilateral trade grew by 5.7 percent as of late 2025. Both Russia’s exports to Vietnam and Vietnamese imports to Russia saw an increase. “We note record-high compound fertiliser and pork exports to Vietnam,” the Russian Deputy Prime Minister said, adding that ferrous metal and potash fertiliser exports to the Vietnamese market were up as well.
Dmitry Chernyshenko said Vietnam was Russia’s long-standing tourism partner and one of the most popular holiday destinations for the Russians. “We are witnessing the Russian tourist arrivals to your country grow by orders of magnitude,” he said. “In a matter of one year, Russia joined the five foreign countries with the highest number of tourist trips to Vietnam, an increase of 197 percent compared to 2024. We have also recorded figures that are almost 7 percent higher than in the pre-pandemic year of 2019.”
According to Rosstat, Vietnamese citizens made 26,000 tourist trips to Russia in 2024 and 35,300 trips in 2025.
Vietnamese statistics show that the flow of Russian tourists almost tripled to 690,000.
The greater number of flight routes between our two countries has benefitted tourism as well. Last year, through joint efforts, an additional 31 flights on 15 new routes were launched to the Vietnamese cities of Nha Trang, Hanoi, and Ho Chi Minh City, as well as to the island of Phu Quoc.
“We are working to gradually simplify visa regulations. About 16,000 Vietnamese citizens have used the electronic visa to Russia since it first became available over two and a half years ago. In response to growing demand from foreign nationals, last year we extended the maximum permitted stay in the country from 16 to 30 days,” the Deputy Prime Minister said.
The two sides are also considering the conclusion of an intergovernmental agreement on visa-free group tourist travel.
Mr Chernyshenko welcomed the participation of 11 Vietnamese companies in the International Tourism and Hospitality Industry Exhibition in Moscow on March 11–13.
In closing, Dmitry Chernyshenko and Dang Minh Khoi discussed the possibility of holding a meeting of the Russia-Vietnam Intergovernmental Commission on Trade and Economic Cooperation in the second half of 2026.
