Agenda: Expanding the federal investment tax deduction parameters, additional support measures for businesses in border regions, and initiatives aimed at enhancing the quality of territorial planning.

Good afternoon, colleagues.
Before proceeding to the Government meeting agenda, I would like to emphasise the decision that has been made.
The Government will continue implementing measures to support capital investment and production.
The range of state aid instruments will be expanded, and adjustments will be introduced to the federal investment tax deduction. This incentive will be available, among others, to manufacturing enterprises that supply electricity, gas, and heat, as well as to IT and telecommunications companies, provided that the funds are directed towards production development.
In addition, companies will now be permitted to transfer the right to this deduction within their corporate group, irrespective of the primary activity of the respective legal entity.
The measure will ensure greater flexibility in using this mechanism to stimulate business activity and channel resources toward producing goods and services that are currently most in demand.
Now, turning to today’s meeting agenda.
The President has specifically stressed that residents of our border territories – namely, the Kursk, Belgorod, and Bryansk regions – require additional support at this time. Obviously, this also applies to entrepreneurs and their employees.
In this regard, the Government is implementing a comprehensive set of measures to assist both citizens and businesses. These include, among others, deferrals on taxes and insurance contributions, as well as preferential leasing terms for agricultural and automotive equipment. In addition, free economic zones are in place, providing entrepreneurs with preferential conditions for conducting their operations.
To support personnel, we will allocate approximately 1.5 billion roubles today to compensate for employee downtime.
This funding will help preserve skilled personnel and, importantly, strengthen companies’ working capital, enabling them to swiftly resume production and the provision of services.
The next issue concerns the efforts to enhance the quality of territorial planning. The President places particular emphasis on creating a modern, comfortable, safe, and convenient environment across all Russian regions and municipalities.
We continue to refine the legislative framework in this area. Amendments to the Urban Planning Code have been prepared to streamline the timelines for updating the general plans of populated areas, as well as land use and development regulations.
We suggest introducing clearly outlined, uniform frameworks for carrying out these procedures. This will help eliminate instances in which, in the absence of specific limitations, the completion of such procedures in certain districts may extend to two years or more. Going forward, the timeframes will be clearly established and strictly regulated. We expect this measure to accelerate the approval and implementation of projects involving the construction and modernisation of major long-awaited facilities, while also enhancing their investment appeal. Overall, these efforts will provide additional momentum to infrastructure development in the regions.
