The agenda included lump sum benefits for large families slightly above the income criteria; budget allocations for the implementation of the preferential agricultural leasing programme; and funding for the housing construction insurance programme in the new regions.

Colleagues, good afternoon.
Before we address today’s Government meeting agenda, I would like to inform you of a decision that has been made.
During the Direct Line, the President received a request for large families slightly above the income threshold to retain their right to a lump-sum benefit.
In response, and in line with the President’s instructions, the Government has prepared the necessary amendments to the regulatory framework.
It is proposed that when, upon reassessment, a large family’s income exceeds the subsistence minimum by up to 10 percent, the benefit will be extended for an additional twelve months at half the subsistence minimum. The exact amount will depend on the region.
The relevant amendments have been submitted to the State Duma for consideration, and we expect their prompt adoption and entry into force since 1 January 2026.
Now to another matter: the agro-industrial complex.
The President has repeatedly emphasised the need for its technological modernisation. The Government is providing comprehensive support in this area, including by creating favourable conditions for the financial leasing of machinery and equipment.
There is sustained demand for domestic and Belarusian products across a broad range of equipment, with tractors and combine harvesters among the most sought after. Continued modernisation of this market segment is essential to maintaining the development momentum of the agro-industrial sector.
This year, more than 13 billion roubles have been allocated in the federal budget for subsidies under agro-leasing programmes. Today, we will provide an additional two billion roubles, enabling the supply of over 6,500 units of agricultural machinery on preferential terms and supporting the financing of previously concluded leasing agreements.
It is essential that these funds are disbursed without delay. With the sowing season approaching, farmers must be fully prepared for fieldwork.
Today’s agenda also includes assistance to the regions.
As the President has stressed, by 2030 the Donetsk and Lugansk people’s republics, along with the Zaporozhye and Kherson regions, are expected to reach the national average across key indicators.
The head of state has named housing the key priority in this regard.
We are pursuing systematic efforts in this area, engaging specialists and companies from across the country. Since 2022, approximately 25,000 apartment buildings and private houses, along with clinics, hospitals, schools, kindergartens, boiler facilities, electrical substations, roads, and communications infrastructure, have been constructed or restored.
An additional two billion roubles will be allocated this year to continue the housing construction insurance programme in the new constituent entities of the Russian Federation.
