A wide range of issues related to strengthening the EAEU’s economic foundations and deepening cooperation among member states were discussed.
Russian Deputy Prime Minister Alexei Overchuk took part in a meeting of the Council of the Eurasian Economic Commission, where participants discussed a wide range of issues concerning the development of the Eurasian Economic Union’s economic base and the expansion of cooperation among member states.
During the meeting, the Commission presented a report with an analysis of the results of the EAEU member states’ efforts to develop rail, road, and port infrastructure within the framework of Eurasian transport corridors.
The report summarised the work carried out to build and modernise infrastructure along these corridors.
A number of decisions on customs tariff regulation were adopted, including the introduction of tariff preferences for certain goods intended for the leather and footwear industry, as well as for specific types of stone fruits, beef, raw cane sugar, cocoa paste, and cocoa butter.
The Council approved a draft Protocol amending the Treaty on the Peculiarities of Criminal and Administrative Liability for Violations of Customs Legislation of the Customs Union and the Member States of the Customs Union dated July 5, 2010. The document establishes common principles and approaches to liability, ensuring that similar penalties are applied for violations of customs legislation regardless of the member state in which they occur.
Amendments were also introduced to the Regulation on the Procedure for Implementing Phytosanitary Control (Supervision) within the EAEU customs territory. The updated provisions stipulate that a phytosanitary certificate may be denied to applicants who systematically submit knowingly false information about product recipients. Such a restriction, limiting the issuance of new certificates, will apply for a period of 60 days. It is intended to remove unreliable agricultural suppliers from the market.
At the meeting, the Council presented a report on the implementation process of the mechanism for providing financial support to joint cooperative projects in industrial sectors. As part of this mechanism, the EEC Council decided in 2025 to allocate subsidies from the EAEU budget for the implementation of five such projects.
The meeting participants also discussed issues related to the administration and payment of value-added tax on the supply of goods in mutual e-commerce transactions, specifically involving sellers from one EAEU member state and e-commerce platform warehouses located in another member state.
The Council also approved a draft Protocol amending the Treaty on the EAEU to provide financial assistance to member states for the implementation of joint cooperative projects in the agro-industrial sector.
As the presidency of the Union’s governing bodies is transferred to the Republic of Kazakhstan, it was decided to hold the Eurasian Economic Forum on 28–29 May 2026 in Astana.
