Excerpts from the transcript of the meeting:
Mikhail Mishustin: Good afternoon, colleagues.
Today, we will focus on strengthening the country’s technological sovereignty.
Earlier, Sergei (Sobyanin), my colleagues, and I visited a new facility featuring training laboratories and modern production workshops, where young people acquire practical skills with high-tech equipment. We observed milling and turning machines, including CNC machines – and, most importantly, the majority of this equipment is domestically produced.
The young people are acquiring these skills to enter the workforce with practical, professional expertise. We spoke with several of them and saw that they are already working on real-world projects under the guidance of experienced mentors and specialists from leading industrial companies. Many of them are planning to build their careers in mechanical engineering and manufacturing.
This demonstrates the remarkable potential of our country. It shows clearly who we can rely on to drive sustainable economic and social development and to achieve industrial and technological sovereignty.
At the recent Strategic Development Council, the President highlighted the importance of implementing technology policy. He stressed the need to promptly refine measures and indicators to achieve technological leadership in each specific sector.
To support this, the necessary regulatory framework has already been established, and key sectors have been identified where independence from external developments and supplies is critical.
Specialised national projects have been launched to achieve these objectives – currently eight in total – with another focused on the bioeconomy set to start in January. Half of these projects are dedicated entirely to industrial initiatives.
The first year of the national projects has already delivered a number of tangible results. New production facilities have been launched across many regions, including 20 chemical plants and around 30 centres for unmanned aerial systems. A shipyard with its own design bureau has also begun operating in Moscow.
In addition, certification testing is underway for a domestically produced aircraft lineup. Production has been established for Russian-made machines for automatic riveting of aircraft panels, along with a wide range of other high-tech products, including more than fifty promising chemical products and materials alone.
The President noted the need to move more swiftly from assembly and packaging projects to practical all-round work, and to significantly increase the pace of implementation by fine-tuning the technology policy management system.
In order to do this, a Government Commission on Industry has already been established. It will be responsible for strategic planning of industrial development, fostering close and transparent interaction with producers and consumers, and improving the quality of monitoring and the speed of response to emerging risks. Last week, Denis Manturov chaired a meeting of the Commission at which priority tasks were identified.
The Ministry headed by Anton Alikhanov is responsible for the development and implementation of industrial policy in our country. Therefore, at this stage, it is logical to entrust it with responsibility for technology policy as well.
Interdepartmental coordination will be carried out by a specially established subcommittee within the Government Commission on Industry. It should begin work immediately in order to take decisions on key issues of technological leadership, including the refinement of existing support instruments for domestic enterprises.
I expect coordinated proposals from the Ministry of Industry and relevant agencies to improve the effectiveness of the unified management model in this critical area as early as the first quarter of next year.
In order to monitor the effectiveness of all measures and initiatives, a government resolution has been signed establishing a comprehensive system for assessing technological development. It sets out rules for calculating and monitoring the achievement of objectives. This system will demonstrate progress in the development of high-tech solutions and products based, crucially, on domestic technologies. It will also determine the country’s level of independence in priority areas of development and characterise our level of leadership in comparison with foreign counterparts.
To do this, clear and objective metrics have been formulated to be integrated into all national projects, where they are intended to serve as benchmarks for bringing product characteristics up to the best international standards.
This approach has already been applied in the oil and gas sector and in transport engineering. In these industries, foreign designs were initially reproduced for the domestic market. Subsequently, as domestic competencies developed, our own solutions were created, which have since become competitive on the global stage.
Of course, we must develop cooperative ties with friendly countries more actively, but on the obligatory condition that Russian investors retain rights to the technology.
