President of the Vietnam Academy of Sciences and Technology Tran Hong Thai, and greeted participants in the Russia-Vietnam: 75 Years of Cooperation scientific
and research forum.
The Deputy Prime Minister congratulated Tran Hong Thai on his appointment to the position and wished him success in the new office. Dmitry Chernyshenko pointed out that 2026 has been declared the Russia-Vietnam Year of Science and Education by the decision of the President of Russia Vladimir Putin and General Secretary of the Communist Party of Vietnam To Lam. Also, Mr Chernyshenko thanked Deputy Prime Minister of the Socialist Republic of Vietnam Tran Hong Ha for the joint efficient work in the Russian-Vietnamese Intergovernmental Commission on Trade, Economic, Scientific and Technological Cooperation.
He also noted that the work on the scientific track is expanding the prospects of Russia-Vietnam long-term cooperation.
“We regard the development of post-graduate and internship programmes for Vietnamese scientists, as well as the launch of research centres integrated in international projects, as promising. I suggest discussing these issues during the Russia-Vietnam Year of Science and Education. Your visit is yet another proof that we will hold it to a high standard, with members of the scientific and academic communities involved from both countries,” the Deputy Prime Minister concluded.
Tran Hong Thai conveyed best wishes from the Co-chair of the Russian-Vietnamese Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, Deputy Prime Minister of the Socialist Republic of Vietnam Tran Hong Ha. He noted the productive work of both sides and thanked the Russian Government and personally Dmitry Chernyshenko for the dialogue.
The Standing Vice President of the Vietnam Academy of Science and Technology expressed his willingness to cooperate in research and development, and also stressed the interest of Vietnamese companies in working with Russian partners and sharing the outcomes.
Tran Hong Thai said that specific tasks and areas of work have been outlined with the Russian Ministry of Education and Science and personally with Konstantin Mogilevsky, Deputy Minister of Science and Higher Education. The Standing Vice President of the Vietnam Academy of Science and Technology paid particular attention to research and development in nuclear energy and space exploration.
“Studying in Russia is our way to make our people learn about the achievements of Russian science and technology,” he noted.
Dmitry Chernyshenko and Tran Hong Thai also welcomed the participants in the Russia — Vietnam: 75 years of Cooperation scientific and educational forum. This event launches the reciprocal Year of Russia-Vietnam scientific and educational cooperation in 2026.
“This year, Russia and Vietnam celebrate the 75th anniversary of diplomatic relations. As President Vladimir Putin underscores, over the years our countries have developed special relations of alliance and fraternal mutual assistance. In May, General Secretary of the Communist Party of Vietnam To Lam paid an official visit to Russia and took part in the celebrations marking the 80th anniversary of Victory in the Great Patriotic War. This landmark date has cemented the bond between our nations through a shared historical legacy, mutual assistance, and respect for the heroic deeds of soldiers,” the Russian Deputy Prime Minister emphasised.
He also noted the symbolism of holding the forum at the Plekhanov Russian University of Economics, where active international cooperation has been established, with five its branches operating abroad and over a thousand foreign students taking studies in the university, 263 of them from Vietnam.
“As our President Vladimir Putin stressed, humanitarian matters and personnel training are among the key issues for our countries. Over the past few years, we have achieved significant progress on the humanitarian track. We are see positive dynamics in personnel training, with more than 3,300 Vietnamese students taking studies in Russia every year. Vietnam has one of the largest quotas for non-CIS countries – one thousand state-funded places per year,” the Deputy Prime Minister added.
In conclusion, Dmitry Chernyshenko thanked the organisers of the forum, the university administration, and the Vietnamese partners.
In a video message, Deputy Prime Minister of Vietnam Tran Hong Ha warmly recalled his years of study in Russia. He called the training of personnel in the USSR an invaluable strategic contribution to Vietnam’s progress, and suggested concrete ways to boost cooperation at the current stage.
“Soviet educational institutions have trained tens of thousands of Vietnamese scientists and engineers who have established a solid foundation in science and technology. This is an invaluable asset, which serves as a thread connecting our nations,” Tran Hong Ha said.
Deputy Minister of Science and Higher Education Konstantin Mogilevsky laid out the outcomes of Russian-Vietnamese cooperation in recent years as well as the key vectors of its development.
“The reciprocal Russia-Vietnam Year of Science and Education is an evident testimony to the strength and depth of the comprehensive strategic partnership between our countries. And it is science and education that have been its solid foundation throughout all the 75 years,” he said.
The forum participants were also greeted by First Deputy Speaker of the Federation Council Andrei Yatskin, Rector of Plekhanov Russian University of Economics Ivan Lobanov, and Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Russian Federation Dang Minh Khoi, as well as heads of ministries, departments, and academic institutions of Russia and Vietnam.
