Colleagues,
We are continuing our work in an expanded format. I would like to welcome the delegations of the observer states, as well as all the guests who have joined the meeting.
President of Russia Vladimir Putin has emphasised that the development of Eurasian integration brings undeniable dividends to all member states of the Union.
Together, we are creating the conditions necessary to improve the quality of life for our people, strengthen national economies, and implement major joint projects across various sectors.
We are concluding the outgoing year with impressive preliminary results in key areas such as the Union’s gross domestic product, industrial output, agriculture, construction, and retail trade.
I would also like to highlight the significant growth in entrepreneurial activity in our countries. Investment in fixed assets across the Eurasian Economic Union as a whole increased by more than 6 percent over the first half of the year. We support the willingness of businesses to work together, especially when it comes to launching high-tech enterprises. From the Union budget, we are subsidising interest rates on loans for projects involving companies from at least three member states. These funds may be used to launch joint ventures and to modernise production facilities. The total amount of resources allocated for these purposes now exceed 5 billion roubles. I would like to invite businesses from our countries to make more active use of these opportunities.
A decision has been made to extend the support mechanism to the agro-industrial sector, which will strengthen mutually beneficial cooperation within the five countries and enhance food and technological sovereignty.
To achieve this important goal, it is also essential to accelerate the development and implementation of innovations and to create conditions for collaborative work by teams of innovators from our countries.
The Union states have accumulated significant scientific potential, with modern laboratories for research in advanced industries. Most importantly, they have talented specialists ready to turn their ideas into reality. These specialists need support, which is the focus of the long-term Strategic Programme for Scientific and Technological Development of the Eurasian Economic Union. Its practical implementation will provide an additional boost to cooperation among scientists and researchers.
Other important areas continue to be in the focus of attention.
Together, we are building a common financial space. Earlier this year, an agreement was signed allowing enterprises from member countries to list their securities on the stock exchanges of any of the five states. In August, the Exchange Trading Development Programme was approved.
Concrete results are already evident: the share of national currencies in intra-union transactions has reached 93 percent, and in foreign trade contracts between Russian businesses and entrepreneurs from other member states, it has exceeded 98 percent.
We continue to enhance transport connectivity across the Eurasian region. It is particularly important to accelerate the implementation of modern solutions, focusing on the modernisation of logistics infrastructure and the digitalisation of transport corridors. This will allow to increase the throughput capacity of existing routes and, consequently, the volume of freight traffic. Such measures are also essential to expand trade with countries outside the Union, especially given their growing interest in such cooperation.
The practical implementation of the Free Trade Agreement with Iran has begun. Agreements have also been signed with the United Arab Emirates and Mongolia, and the first round of negotiations with India took place at the end of November. It is crucial to maintain this momentum in order to develop new sustainable supply chains, promote Union goods in foreign markets, and increase the competitiveness of national economies.

President of Russia Vladimir Putin underscored that our integration alliance is making a significant contribution to building a shared space of partnership, cooperation, and economic growth across Eurasia. We respect each state’s right to pursue its own development model and ensure that the interests of all members are taken into account. I trust that our future work – just as today – will continue to be guided by these principles.
I would like to express my gratitude to our Belarusian colleagues for their active leadership of the Union’s bodies this year. I also wish Kazakhstan every success as it takes on this important responsibility.
