Deputy Prime Minister of the Russian Federation — Chief of Staff of the Government Executive Office Dmitry Grigorenko met with Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications of the United Arab Emirates Omar Bin Sultan Al Olama in Dubai. The meeting was intended to develop the Russia-UAE partnership in the Artificial Intelligence. The parties exchanged opinions on elaborating and adopting AI solutions and discussed approaches to creating technologies as well as the general challenges.
Dmitry Grigorenko delivered a report on the priorities of introducing AI in Russia. He pointed out that the approaches of Russia and the UAE largely coincide. For example, Russia, like the UAE, makes an emphasis on working out and scaling up its own sovereign AI technologies. To this end, Russia opened its AI Advanced Experience Centre in Dubai in November, which is developing big Arab language models, decision-making systems and AI cyber-protection instruments. Russia is also replicating its best domestic AI solutions. In the country, this function is executed by the Center for the Development of Artificial Intelligence under the Government of the Russian Federation that became the single coordination and analytical hub. In less than half a year the center experts collected and analysed over 300 AI solutions now being introduced in the country. According to the estimates, more than 180 AI solutions have proved their efficiency and been placed in the Digital Region open portal, a show window of Russian AI solutions promoting their dissemination.
It was noted during the meeting that in adopting the AI both Russia and the UAE are guided mostly by the economic efficiency and analysis of specific measurements. In this respect their approaches also coincide: both countries have come over from experimental testing to adopting a rational technology based on the evaluation of its practical and economic benefit.
Dmitry Grigorenko and Omar Bin Sultan Al Olama exchanged views on the best practices of introducing AI. Thus, the urban environment monitoring systems called in Russia the Smart City show the best efficiency on being adopted. In both countries the technology is applied for raising the quality of life: for example, it can evaluate the quality of roads, cleanliness of city streets, reveal defects, monitor the security and help detect troublemakers. The parties have also pointed out among the most effective AI solutions the AI systems used in the oil and gas industry for speeding up geological survey, optimising drilling and reducing economic costs.
Common challenges in developing and introducing the AI were just another topic for discussion. The parties agreed that the most pressing problems include the need for building an infrastructure, a sufficient number of facilities, creation of quality datasets for training the AI capacities, as well as education of skilled personnel. Russia and the UAE have declared their readiness to exchange experience.
“Both Russia and the United Arab Emirates have many areas for enhancing their partnership and exchanging experience in introducing AI among such areas. Russia, like the UAE, relies on developing own “domestic” AI solutions. It is important for strengthening each country’s technological sovereignty. So, an active exchange of experience and best practices should accelerate both sides in developing the AI,” noted Dmitry Grigorenko.
Moscow Region Governor Andrei Vorobyov also attended the meeting as a member of the Russian delegation. He exchanged experience of introducing AI solutions in the regional governance and shared its key effects.
