First Deputy Prime Minister Denis Manturov and Deputy Prime Minister of the Republic of Uzbekistan Jamshid Khodjayev chaired the 26th meeting of the Intergovernmental Russian-Uzbek Commission on Economic Cooperation.
Trade between Russia and Uzbekistan increased by over 5 percent in 2024, exceeding $10 billion. Over the first nine months of this year, the volume of mutual trade rose by an additional 8 percent. Both export and import operations continue to demonstrate positive dynamics.
“Investment cooperation between our countries is developing just as successfully. You have already outlined the key figures today. We expect that the current portfolio of investment projects, totalling about $55 billion, will be fully implemented. More than 3,000 enterprises with Russian participation are operating in the republic; this represents roughly 20 percent of all foreign-owned companies represented in Uzbekistan,” Denis Manturov noted.
The First Deputy Prime Minister highlighted the strengthening of industrial cooperation with Uzbekistan, both through mutual industrial supplies and by localising Russian enterprises in the republic.
“The number of resident companies in our joint industrial parks is growing. There are already more than 30 of them in Chirchik and Jizzakh, originating from different parts of the world,” Denis Manturov emphasised.
Russia and Uzbekistan are also actively developing energy cooperation across several sectors: supplies of Russian energy resources, as well as joint projects in geological exploration, mining, and hydropower. In October 2025, construction began on the nuclear power plant project at the site in the Jizzakh Region.
“Russian electronic trading platforms make a significant contribution to trade and economic cooperation. Last year alone, the volume of Uzbek-made products sold through the Wildberries platform amounted to $605 million. Our marketplace has thus become the largest distribution channel for Uzbek goods. The company also plans to build the republic’s largest logistics centre with a total area of 100,000 square metres with investments exceeding 11 billion roubles, which will create approximately 7,500 new jobs. The phased commissioning of the warehouse complex is scheduled for the end of next year,” the First Deputy Prime Minister said.
The development of cultural and humanitarian ties, as well as the organisation of joint congress and exhibition events, continues to strengthen the comprehensive partnership between Russia and Uzbekistan. A priority area is the expansion of mutual tourist exchanges. Speaking about cooperation in education, the First Deputy Prime Minister noted that more than 56,000 Uzbek citizens are studying at Russian universities and their branches in the republic.
“Russia has traditionally been a main trade and economic partner of ours. The number of enterprises with Russian capital in Uzbekistan has exceeded 3,100. Over 300 new enterprises have been established this year. In January-October 2025, Russian investment in Uzbekistan’s economy amounted to $4 billion.
We intend to further develop mutually beneficial cooperation to increase mutual trade, implement investment projects, and expand industrial cooperation between our countries.
In this context, coordinated work between the relevant ministries of the Russian Federation and the Republic of Uzbekistan, strict oversight of the implementation of joint projects and events, and the creation of favourable conditions for interaction between our industry institutions and enterprises are of key importance,” Jamshid Khodjayev said.
Following the meeting, the co-chairs of the Commission signed the protocol of the 26th session of the Intergovernmental Commission, as well as a roadmap for strengthening interregional cooperation between the two countries for 2025–2030. In addition, a Memorandum of Understanding was signed between SME Corporation and the Agency for the Development of Light Industry of Uzbekistan in the presence of Denis Manturov and Jamshid Khodjayev.
The First Deputy Prime Minister of Russia and the Deputy Prime Minister of Uzbekistan also took part in the plenary session of the Russia–Uzbekistan Business Forum, held on the sidelines of the Commission meeting. More than 50 representatives of the Russian business community from various sectors, including industry, energy, logistics and digital technologies, attended the forum.
