Dmitry Chernyshenko participates in the 19th meeting of the High-Level Russian-Venezuelan Intergovernmental Commission
Following the 19th meeting of the High-Level Russian-Venezuelan Intergovernmental Commission, 18 bilateral documents and a final act were signed.
The 19th meeting of the High-Level Russian-Venezuelan Intergovernmental Commission was held under the co-chairmanship of Deputy Prime Minister Dmitry Chernyshenko and Executive Vice President, Vice President for Economy, and Minister of People’s Power for Petroleum of the Bolivarian Republic of Venezuela Delcy Rodríguez.
The parties discussed cooperation between Russia and Venezuela across a range of sectors, including tourism, education, sports, healthcare, industry, trade, the economy, agriculture, and technology.
“Venezuela remains a steadfast partner and ally of Russia in Latin America and globally. We highly value the trust-based political dialogue at all levels, including the highest. The talks between the presidents of Russia and Venezuela held in Moscow on 7 May once again confirmed the commitment to comprehensively enhancing cooperation. The solid foundation for this is the Strategic Partnership Agreement signed by the leaders of our countries,” emphasised Dmitry Chernyshenko.
On behalf of the Government of Russia, he expressed support for the Government of Venezuela and solidarity with the fraternal Venezuelan people in defending national sovereignty against external threats.
The Deputy Prime Minister added that this year, both states marked significant anniversaries – the 80th anniversary of Victory in the Great Patriotic War and the 80th anniversary of diplomatic relations.
“The focus of our Intergovernmental Commission remains on expanding project activities in line with the 2030 Plan. We welcome the Venezuelan side’s interest in broadening the portfolio of bilateral initiatives,” said the Deputy Prime Minister.
Over the past year, Russian imports from Venezuela have increased threefold. Additionally, more than 65 Russian enterprises are ready to supply Venezuela with high-quality products from the domestic agricultural sector.
Furthermore, cooperation in healthcare is being strengthened.
“Around 800 Venezuelan doctors have already participated in training programmes organised by Russian specialised agencies and pharmaceutical companies. The Russian-Venezuelan Centre for the Study and Prevention of Infectious Diseases in Caracas continues to operate successfully, having conducted over 16,000 joint studies,” said Dmitry Chernyshenko.
The parties also discussed prospects for tourism development. Since early 2025, the Venezuelan tourism company Venetur has opened a representative office in Moscow. Venezuela was the partner country at the 5th Let’s Travel! International Tourism Forum held in Moscow: “In November this year, a Caracas–St Petersburg flight was launched. An important part of bilateral cooperation includes cultural exchanges, educational programmes, and sporting events.”
Dmitry Chernyshenko invited Venezuelan colleagues to participate in the St Petersburg International Economic Forum and the Let’s Travel! International Tourism Forum in 2026, as per tradition.
“As you are aware, Russian tourists visiting Venezuela can already use Russian Mir cards. We are now working to ensure that Venezuelan tourists visiting Russia can use Venezuelan cards here. We are also actively developing agricultural cooperation. Venezuelan coffee and seafood are being supplied to Russia, and we are seeing steady growth in our trade turnover,” said Delcy Rodríguez.
She also noted cooperation between the two countries in sports, culture, healthcare, transport, and other areas.
“The High-Level Commission makes a significant contribution to enhancing the efficiency of our efforts and deepening the development of activities it promotes. Our meeting takes place against the backdrop of the strategic strengthening of our relations, in line with the documents signed by Presidents Vladimir Putin and Nicolás Maduro and ratified by our parliaments,” said Delcy Rodríguez.
Following the 19th meeting of the High-Level Russian-Venezuelan Intergovernmental Commission, 18 bilateral documents and a final act were signed.
These include a Memorandum of Understanding between the Federal Agency for Youth and the Ministry of People’s Power for Youth of Venezuela on cooperation in youth policy, a Memorandum of Understanding between the transport ministries on developing cooperation in training and retraining personnel in the transport sector, a cooperation agreement between the National Research University Moscow Power Engineering Institute and the Dr Humberto Fernández Morán National University of Sciences, among others.
“The Russian side highly appreciates the outcomes achieved and the agreements reached. We have charted a course and defined further steps on all key bilateral agenda items. Next year, we will hold the 20th, anniversary meeting of the Commission. We aim to approach it with even more impressive results. We fully share the principles of trust, openness, and mutual interest and intend to reaffirm this through concrete actions and initiatives,” said the Deputy Prime Minister.
On the Russian side, the meeting was also attended by Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Bolivarian Republic of Venezuela Sergei Melik-Bagdasarov, Deputy Energy Minister Yevgeny Grabchak, State Secretary and Deputy Minister of Education Andrei Korneyev, Deputy Minister of Industry and Trade Kirill Lysogorsky, Deputy Minister of Transport Alexander Poshivay, and State Secretary and Deputy Minister of Health Oleg Salagay.
On the Venezuelan side, attendees included Vice President for Science, Technology, and Ecology, Minister of People’s Power for Science and Technology Gabriela Jiménez Ramírez, Minister of People’s Power for Industry and Production Alex Saab, Minister of People’s Power for Economy and Finance, Vice President of PDVSA Anabel Pereira Fernández, Minister of People’s Power for Transport Ramón Velásquez Araguayán, Minister of People’s Power for Agriculture and Fisheries Juan Carlos Loyo, Minister of People’s Power for Ecological Mining Development Héctor Silva, Minister of People’s Power for National Trade Luis Villegas, Minister of People’s Power for Health Magaly Gutiérrez, and Minister of People’s Power for Youth Sergio Lotartaro, among others.
