Agenda: social support for participants in the special military operation, plan of structural changes in the economy until 2030, execution of the federal budget for the first nine months of 2025, support for northern regions.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
The agenda of our Government meeting today includes an important issue of social support for participants in the special military operation who defended our country in voluntary units and have finished their service, including the military, firefighters and the staff of other law enforcement agencies.
The President has pointed out that absolutely equal conditions must be created for all volunteers who take up arms to defend the interests of Russia, who risk their health and lives fighting for it.
The Government has been working consistently to implement this task, including by improving our pension legislation. Service in voluntary units is included in the length of employment to calculate old-age insurance pensions. From now on, it will also be included in the appointment of length-of-service pensions.
These amendments have been prepared as per the instructions of the head of our state. We must promptly send this draft law to the parliament so that the relevant federal law comes into effect on 1 January 2026.
Another issue on the agenda concerns the plan of structural changes in the economy until 2030, which the Government has prepared on instructions from the President.
This document should set a growth trajectory needed for attaining national goals and take into account all the current challenges we must address.
A broad range of experts took part in drafting this plan, including members of parliament and representatives of business associations and the scientific community. I would like to thank Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin and the Experts’ Directorate of the Presidential Executive Office for their active contribution.
The plan includes over 60 target indicators divided into seven interconnected sections, namely, changing the employment and consumption structure, improving the quality of investment climate and technical development level, creating new foreign trade possibilities, enhancing the effectiveness of defence and security efforts, as well as a number of measures to improve competitive conditions, which we have recently discussed at a strategic session.
It has been proposed to increase the involvement of young people and veterans of the special military operation in various projects. We will gradually improve the sectoral employment structure with a focus on attracting personnel to manufacturing, which is extremely important.
A number of proposed measures are aimed at stimulating internal demand for domestic goods and service. This will boost the development of high-tech industries, the creative economy and tourism, and will also contribute to strengthening the position of domestic brands with good potential both in the domestic and foreign markets.
Modern governance principles should be more actively applied at our enterprises. It is necessary to create an advanced technological basis, including the use of robots and artificial intelligence. This will help improve the structure of the national economy as a whole. Transition to a high wage economy, which the President spoke about at the St Petersburg International Economic Forum, is a major landmark.
The next issue concerns the execution of the federal budget for the first nine months of 2025 and the Government’s related systematic efforts to maintain a balanced growth with a gradual slowdown in inflation.
According to preliminary data, economy has grown by about 1 percent in the first three quarters of this year.
This indicator seriously impacts economic development, the growth of well-being of our citizens, and the implementation of the state’s social obligations, of course.
We continue to renovate and build hospitals, outpatient clinics, schools, kindergartens, sports facilities and cultural spaces, purchase means of public transport, build motorways and railways, and improve the utilities infrastructure.
