Mikhail Mishustin: Welcome to the Government House of the Russian Federation.
I am delighted to see you again. We recently saw each other in Hangzhou on 3 November, at the traditional – now 30th– regular meeting of the heads of government of Russia and China.
I would also like to ask you to convey my warmest greetings to President of China Xi Jinping. During our conversation on 4 November, we discussed the key tasks for further strengthening the comprehensive partnership and strategic interaction between Russia and China.
Our cooperation has withstood the test of time and has repeatedly demonstrated resilience to external challenges. Today, together with our Chinese partners, we are taking effective measures to develop our trade and economic relations, expand our ties, and advance joint projects across a wide range of sectors.
We consider it essential to create new growth opportunities based on the objective competitive advantages of the Russian and Chinese economies. And, of course, we will continue to protect our common interests, reinforce industrial and technological sovereignty, and achieve the goals we have jointly set within the framework of good-neighborliness and mutual respect. We will continue to improve conditions for economic actors in both the Russian and Chinese markets.
Our cooperation in energy has a special, strategic character, covering the oil, gas, coal, and nuclear sectors.
In the humanitarian sphere, the Russia–China Cross Years of Culture are drawing to a close. Today, a unique exhibition of Chinese painting and calligraphy, prepared jointly with the National Museum of China, will be presented at the closing ceremony at the State Tretyakov Gallery.
Your visit coincides with the meeting of the Heads of Government Council of the Shanghai Cooperation Organisation. Russia and China cooperate closely within the SCO. In accordance with the decisions adopted at the September summit in Tianjin, we continue to strengthen the economic component of the organisation's activities.
We have a substantial agenda, Mr Li Qiang. I suggest we proceed to discussing current issues. Please, you have the floor.
Li Qiang (via interpreter): Prime Minister Mishustin, my long-time friend, I am very pleased to come to Moscow again at your invitation.
I remember that my previous visit to Russia took place in mid-summer. This time, it is early winter, and today it rained. The change of seasons and the colours of the city have allowed me to experience Moscow’s unique charm even more deeply.
I would especially like to thank you, Mr Prime Minister, and the Russian Government for the warm welcome extended to me and the Chinese delegation. We truly feel at home. Once again, I would like to express my sincere gratitude to you and the Russian Government.
Earlier this month, we held the 30th regular meeting of the heads of government of China and Russia in Hangzhou, Zhejiang Province. At that meeting, we focused on implementing highest-level agreements, summarised the results of our multifaceted cooperation, and identified the key areas of work for the next stage. It is safe to say that we achieved positive results.
My current visit to Russia has two purposes: first, to work closely with our Russian colleagues to ensure the successful conduct of the 24th SCO Heads of Government Council meeting; and second, to further coordinate our bilateral cooperation in order to deepen it and advance specific practical objectives.
We are ready to work with you, guided by the strategic leadership of President Xi Jinping and President Putin, to continuously enhance mutually beneficial cooperation between China and Russia, bringing even greater benefits to both nations.
