The two sides reviewed progress on joint projects in energy, manufacturing, transport and logistics, agriculture, healthcare, research, and education and tourism.
Deputy Prime Minister Alexei Overchuk co-chaired a meeting of the Russia-Kazakhstan Intergovernmental Commission for Cooperation with Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin. The session took place in Astana, the Republic of Kazakhstan.
In his remarks, Alexei Overchuk talked about the historical friendship between Russia and Kazakhstan and their multi-faceted ties based on the principles of equality, mutual respect and commitment to taking into account each other’s interests.
The meeting took place ahead of the state visit by President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the Russian Federation, offering the co-chairs of the intergovernmental commission an opportunity to coordinate their approaches and review the 2025 preliminary results of Russia-Kazakhstan cooperation, their bilateral strategic partnership and also cooperation within the framework of the Eurasian Economic Union.
The agenda covered joint projects in energy, manufacturing, transport and logistics, agriculture, healthcare, research, education and tourism.
The speakers talked about steady progress in expanding cooperation between Russia and Kazakhstan in manufacturing and investment, and went on to express their shared commitment to establishing new joint ventures.
In 2024, the two countries launched factories for making heat insulation materials and rockwool. Russian automakers also opened their dealerships in Kazakhstan’s industrial zones. Tire production increased too as part of joint ventures. Several other major projects are expected to be launched before the end of the year, including for making auto parts, construction machinery, and medical drugs.
During the meeting, the two sides stressed that they succeeded in stepping up their cooperation in the energy sector. This is a strategic undertaking, which includes joint efforts by Russia and Kazakhstan to increase the share of clean energy in their respective energy mixes by relying on natural gas and nuclear energy.
Efforts to deepen integration within the Eurasian Economic Union play an instrumental role in ensuring the steady advancement of bilateral economic ties.
The Deputy Prime Minister said that the EAEU has been quite diligent in establishing itself as a vibrant forward-looking organisation whose members are eager to work together for asserting their national and regional interests.
In the transport sector, the delegations reviewed their future undertakings for working together on enhancing connectivity in North Eurasia, while paying special attention to developing the eastern section of the International North – South Transport Corridor, which links Russian ports in the Baltic and Barents seas with the Iranian ports in the Persian Gulf through the Republics of Kazakhstan and Turkmenistan. The two sides shared their positive assessments regarding the efforts by their respective transport agencies and logistics companies to remove administrative barriers and ensure that shipping companies benefit from a favourable environment.
During the meeting, the speakers also mentioned steady progress in promoting bilateral connectivity in humanitarian affairs, which includes opportunities for undertaking new joint projects in education, in particular, building secondary general education schools in the south of the Republic of Kazakhstan offering their curriculum in the Russian language. Turning to higher education, the participants noted that branches of Russian universities and the branch of the Al-Farabi Kazakh National University at the Dostoyevsky Omsk State University have been successful in their operations.
The participants paid special attention to joint projects in the tourism sector by stressing their mutual interest in developing new tourist routes, including in the cross-border tourist zone near Mount Belukha.
The intergovernmental commission co-chairs also took stock of the progress the two countries have achieved in promoting direct region-to-region trade, economic and humanitarian ties, and expressed their shared aspiration to ensure that the next Russia-Kazakhstan Inter-Regional Cooperation Forum succeeds. It is scheduled to take place on 12 November 2025 in Uralsk, Republic of Kazakhstan, under the motto Working Professions as Economic Growth Drivers.
To wrap up the meeting, Alexei Overchuk and Serik Zhumangarin signed the final minutes of the 26th meeting of the Intergovernmental Commission for Cooperation between the Russian Federation and the Republic of Kazakhstan.
Alexei Overchuk thanked his colleagues for their traditional warm hospitality in Kazakhstan, as well as for holding the talks in the most friendly and constructive spirit for discussing the multi-faceted strategic partnership between Russia and Kazakhstan.
