30th regular meeting of prime ministers of Russia and China
Li Qiang (retranslated): … an important result. All the latest external risks and challenges notwithstanding, China and Russia have supported each other at all times in this process by stepping up their strategic contacts and cooperation, and working together to overcome any difficulties they face. This demonstrates, by and large, that China and Russia are good neighbours and reliable partners who can trust each other at all times. We express our full confidence in the future of China-Russia relations.
Prime Minister Mikhail Mishustin and I have just had a detailed exchange of views regarding the key matters on our cooperation agenda and outlined quite a few agreements. There will be presentations by the heads of the corresponding committees.
I hope that during today’s meeting our teams will review their performance and touch base on matters of mutual interest. They will also explore opportunities for working together on devising plans and setting priorities in terms of our future cooperation to ensure that our comprehensive cooperation on practical matters follows the path as set by our leaders and yields even more benefits for our people.

Let me offer my greetings to all the participants in this 30th anniversary regular session of the heads of government of Russia and China. This unique format has been operating for three decades now and serves as a testament to consistency, reliability and stability in Russia-China relations of comprehensive partnership and strategic cooperation.
President Vladimir Putin has emphasised that Moscow and Beijing share a broad range of interests and have similar or convergent views on matters of principle.
Russia and China have been able to reinforce and step up their cooperation despite all the turbulence in global politics and the world economy. We keep launching new major projects, which include developing oil and gas fields, making high-technology equipment, promoting cooperation in the energy sector, the peaceful use of nuclear energy, space and Moon exploration. Our two countries are also carrying out joint programmes in the aviation industry and car manufacturing, while also developing transport corridors. We are working together in the extreme Arctic environment too.
China is Russia’s biggest foreign trade partner. Moreover, the share of dollars and euros in our trade transactions has already declined to an extent to come within a margin of error.
Trade in agricultural products increased by 15 percent in the first nine months of 2025. Russia stands ready to supply its quality food products. People in China know them thanks to the Made in Russia fairs.
People in Russia and China are becoming increasingly eager to discover each other’s history and traditions. We hope that this year’s indicators for the travel industry will increase compared to 2024. The transition to visa-free travel for Russians visiting China could help make this reality. We are working on offering people from China the same option, as instructed by President Vladimir Putin.
Cooperation in higher education has also been gaining traction. Over 50,000 young people from China are studying in Russia, while there are about 20,000 Russian students who are enrolled in Chinese universities.
We have been paying special attention to personnel training. In addition, the Government oversees efforts to fulfil the top-level agreements on holding the cross years of education in Russia and China, as well as establish a Russia-China Institute for Fundamental Research. We are building a united network of mega-science-class infrastructure sites for undertaking joint innovative research projects.

There is a Chinese saying that mutual trust forms the cornerstone of friendship. It is this tenet, along with the fact that we have share common interests and are willing to forge ahead – all this enables us to be effective in delivering on the long-term vision as articulated by President Vladimir Putin and China’s President Xi Jinping. I am convinced that we will overcome all the challenges along this path by advancing hand in hand.
Of course, it gives me great pleasure to invite His Excellency Li Qiang, who is my good friend, to continue our fruitful conversation in Moscow. It could happen as soon as in mid-November as part of the meeting of the SCO Heads of Government Council.
