The Russian delegation included Igor Morgulov, Ambassador Extraordinary and Plenipotentiary to the People’s Republic of China, Dmitry Zverev, State Secretary and Deputy Minister of Transport, Grigory Borisenko, Deputy Minister of Digital Development, Communications and Mass Media, Alexei Gruzdev, Deputy Minister of Industry and Trade, Vladimir Ilyichyov, Deputy Minister of Economic Development, Maxim Markovich, Deputy Minister of Agriculture, Denis Sekirinsky, Deputy Minister of Science and Higher Education, Dmitry Tetenkin, Deputy Minister of Natural Resources and Environment, as well as other officials.
The Chinese delegation consisted of Xu Shouben, Deputy Secretary-General of the State Council, Chen Jiachang, Vice Minister of Science and Technology, Zhang Yunming, Vice Minister of Industry and Information Technology, Shan Zhongde, Vice Minister of Industry and Information Technology, Director of the China National Space Administration, Chairman of the China Atomic Energy Authority, Guo Fang, Vice Minister of Ecology and Environment, Chen Shaowang, Vice Minister of Housing and Urban-Rural Development, Li Yang, Vice Minister of Transport, Ling Ji, Vice Minister of Commerce and Deputy China International Trade Representative, and other officials.
He Lifeng noted that, under the leadership of President of China Xi Jinping and President of Russia Vladimir Putin, the two countries have developed steady momentum in advancing their high-level bilateral relations.
He also praised the consistent efforts under the Plan for the Development of Key Areas of Russia-China Economic Cooperation until 2030.
He Lifeng went on to say that exports of copper and nickel have increased significantly. Access to agricultural products is expanding, with the emergence of news forms of trans-border e-commerce. Trade between Russia and China is expected to remain at a high level in 2025. The Vice Premier of the State Council of China highlighted cooperation within the Northern Sea Route project and noted cooperation in car manufacturing, artificial intelligence, as well as the establishment of a working group on household waste, and the first meeting of the group on climate change.
In his remarks, Dmitry Chernyshenko congratulated his Chinese colleagues on the success of the Fourth plenary session of the 20th Central Committee of the Communist Party of China. He noted that the objectives of quality development, achieving self-reliance in science and technology, and building a modern production system that were announced during the plenary session are well aligned with the Plan for the Development of Key Areas of Russia-China Economic Cooperation until 2030. The two countries’ joint efforts to promote industrial cooperation, advance technological sovereignty and implement innovation have a direct and positive bearing on China’s commitment to strengthening its own scientific and technological base and achieving new breakthroughs through far-reaching reforms.
The Deputy Prime Minister stressed that strengthening the comprehensive equal and trust-based partnership and strategic cooperation with friendly China is the priority of Russia’s foreign policy, as evidenced by two face-to-face meetings between President Vladimir Putin and President Xi Jinping this year alone, in terms of setting objectives pertaining to expanding trade and economic cooperation. In this consistent and regular dialogue, the presidents maintain a high level of trust and mutual understanding. This was highlighted by the President of China’s visit to Moscow to attend the 80th anniversary of Victory in the Great Patriotic War and the Russian President’s reciprocal visit to Beijing for the 80th anniversary of victory over Japan and the end of World War II.
“China is our key partner on the global stage. Russia was China’s fifth largest partner in 2024. Our bilateral trade reached a historic high last year, exceeding $245 billion. Amidst external restrictions, maintaining trade growth is our serious collective achievement. I am convinced that today’s meeting will contribute to implementing the agreements between the heads of state and government across all areas of our practical cooperation, and will make a fresh contribution to the success of the 30th Regular Meeting of [the Russian and Chinese] Heads of Government tomorrow,” Dmitry Chernyshenko said.
The Deputy Prime Minister thanked Mr He for facilitating closer ties between the two countries and the effective protection of China’s and Russia’s economic interests.
Mr Chernyshenko also outlined several promising cooperation vectors: the opening of the Chinese market for Russian winter wheat and barley, pellet fuels, and higher natural gas supplies using new routes. Extensive work is in progress on projects in car manufacturing, timber processing, rare earth metal production and processing, and some other potentially beneficial products.
Holding the Made in Russia fairs with the participation of Russian performers and athletes has become a good tradition in China.
Dmitry Chernyshenko added that the day before, Deputy Prime Minister Tatyana Golikova co-chaired a meeting of the Russian-Chinese Intergovernmental Commission for Humanitarian Cooperation in Beijing, which focused on the cross-years of education in Russia and China.
The Russian-Chinese Commission for the Preparation of Regular Meetings of Heads of Government consists of 14 sub-commissions and 60 working groups. The meeting served as the final stage in the preparation for the 30th Regular Meeting of the Russian and Chinese Heads of Government, scheduled for 3 November 2025 in Hangzhou. The parties also approved the final protocol to be signed during the meeting of heads of government.
