First Deputy Prime Minister Denis Manturov and Vice Premier of the People’s Republic of China Ding Xuexiang co-chaired the 12th meeting of the Intergovernmental Russian-Chinese Commission on Investment Cooperation held in Beijing. Its agenda focused on the implementation of joint investment projects and on measures to expand international cooperation. The meeting was held ahead of the 30th regular meeting of the prime ministers of Russia and China.
Russian-Chinese trade has more than doubled over the past four years, reaching $245 billion. The updated intergovernmental Agreement on the Promotion and Mutual Protection of Investments, which is to come into effect in December 2025, will simplify authorisation procedures in investment and strengthen the protection of investors’ rights.
“Today, the commission will focus on a package of projects for the total amount of over $200 billion. More than half of this sum will be invested in 63 major projects, 46 of which are being implemented. Most of them have to do with developing the transport and logistics infrastructure, metallurgy, chemistry, mechanical engineering, the timber industry, agriculture and trade. It is notable that the list is being regularly expanded. The new initiatives added this year include vehicle manufacturing in three Russian regions and alumina production in the Hebei Province of China,” the first deputy prime minister stated.
Denis Manturov reported on augmenting the package of forward-looking projects with plans to organise the production of soluble cellulose and viscose fibre in the Irkutsk Region, establish a research clinic of ion and proton therapy in Moscow, and launch а year-round container line on the Northern Sea Route.
The first deputy prime minister said about the initiative to create a register of international projects that Russia has prepared relevant proposals covering 27 projects in 18 Russian regions.
“Overall, it is important for our countries and businesses to continue to work together and coordinate efforts for a comprehensive analysis of our cooperation possibilities, as well as to create effective cooperation formats that will help mitigate market and geopolitical risks. I am confident that our team work will help advance investment cooperation between Russia and China to a fundamentally new level,” Denis Manturov said.
In conclusion, he mentioned Russia’s resolve to implement all the agreements reached and to carry on active dialogue in-between the commission’s meetings. He also invited Ding Xuexiang and Chinese colleagues to Russia for the next meeting of the commission in 2026.
Following the meeting, the first deputy prime minister of Russia and the vice premier of China signed a protocol of the 12th meeting of the Intergovernmental Russian-Chinese Commission on Investment Cooperation. The co-chairs also attended the signing of a memorandum of cooperation between Russia’s Economic Development Ministry and China’s National Development and Reform Commission aimed at developing investment cooperation in agriculture.
