Resolution No. 1640 of 23 October, 2025
The Government has approved a decision to extend a number of measures intended to maintain stability on the domestic food market and fill available agricultural processing capacities.
The resolution to this effect extends for another two years – until 31 August 2028 – the export duties on sunflower seeds (to the tune of 50 percent but no less than 32,000 roubles) as well as the floating rates of export customs duties on sunflower oil and sunflower meal. These are calculated as 70 percent of the difference between the indicative and basic export prices.
Temporary restrictions on exporting products from Russia beyond the territory of the Eurasian Economic Union continue in effect. Their extension was approved by the Sub-Commission on Customs-and-Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade of the Governmental Commission on Economic Development and Integration in September 2025.
The decision is meant to serve as an incentive to processing oil-bearing crops inside Russia, maintain stability of pricing on the domestic food market, and keep sunflower oil within reach of consumers and sunflower meal – of livestock-breeding farms. It will also make the market more predictable in the long term for its participants.
