Agenda: expanding state support for high-tech manufacturing, funding for shipbuilding, and subsidies for the implementation of the Zemsky Trainer programme.

Good morning, colleagues.
First, I would like to address the decision we have adopted regarding support for high-tech manufacturing.
The President has set a strategic goal: to strengthen Russia’s industrial sovereignty. Achieving this goal requires an active modernisation of production capacities and the development of priority products that currently lack domestic equivalents.
Leading Russian companies are already implementing large-scale initiatives in this area, including the production of components and parts for the aviation, space, and automotive industries, as well as equipment for environmental engineering.
In order to accelerate the launch of such projects, the maximum amount of the corresponding subsidy will be significantly increased. Previously, it was capped at 600 million roubles. Now, over the next nine years, up to 3.5 billion roubles annually will be allocated for these purposes.
This decision will make it possible to open promising new production facilities in several regions, including the Rostov, Nizhny Novgorod, Chelyabinsk, Irkutsk, Kemerovo, and Moscow regions.
Mr Manturov, it is essential to ensure that all planned projects are fully implemented. Please keep this work under your personal supervision.
Another important issue concerns the domestic fleet. This task is key to expanding maritime and river transport and is of particular importance for the development of Arctic routes. All these matters are receiving special attention from the President.
Starting this year, substantial support for manufacturers and customers of vessels and their components is being provided under the new national technological leadership project, Industrial Support for Transport Mobility.
To continue implementing various projects, the Government has decided to allocate over 9 billion roubles in addition to the previously earmarked funds.
The funds will be used, among other things, to build a sea ferry for regular passenger service in the Far East, and to build service and ice breaking emergency evacuation vessels.
It is important for our wharves to achieve a high rate of operation in the near future so that shipping companies can put modern, quality hardware into operation sooner.
On another topic, the Government is creating conditions and developing sports infrastructure to encourage our citizens to lead a healthy lifestyle.
The President pointed out that the availability and diversity of such facilities directly affect the quality of life for millions of people. They provide opportunities for residents of any Russian region to engage in physical activity on a regular basis.
Recently, during our visit to a new school in the village of Lopatino, Kaluga Region, we spoke about launching the Zemsky Trainer (Rural Coach) programme. This initiative is primarily aimed at attracting physical training and sports professionals with specialised education to cities with populations over 50,000. They will be eligible for special resettlement allowances amounting to 2 million roubles for the Far East and the new regions, and 1 million roubles for other Russian constituent entities.
Currently, this initiative operates in two federal districts: Central and Far Eastern. Next year, we will extend it to cover the entire country.
This year, we will allocate over 90 million roubles for its implementation in the form of co-financing from the federal budget. These funds are sufficient to fill almost 80 coach vacancies, and this effort will continue.
It is important that skilled specialists work in the sports organisations of small communities, where children can train under their guidance. This will help them improve their health and, potentially, reach a professional level, prove themselves in competitive sports and become champions.
