The agenda: budgetary funding to support the housing and utilities infrastructure in the Belgorod and Bryansk regions and Orenburg Region residents, impacted by a flash flood, fuel purchases for boiler rooms and thermal power plants in the Kamchatka Territory; subsidising low-interest loans to develop the tourism infrastructure.

Good afternoon, colleagues,
The agenda of today’s Government meeting contains multiple highly important issues on supporting our regions.
The President has repeatedly stressed that we should not leave our border territories unattended and without additional assistance.
Winter weather is already setting in across many territories. It is very important that residential buildings and organisations in the most affected communities of the Belgorod and Bryansk regions receive heating and water. It is necessary to purchase modular boiler rooms there and to stabilise the situation in the housing and utilities sphere.
Today, we will provide them with the required funding.
We will also stipulate allocations for the Orenburg Region that was impacted by flash floods some time ago. Last year, local water levels rose dramatically and impacted thousands of regional residents. Private homes and blocks of flats, roads and infrastructure facilities were damaged. Regional authorities quickly provided financial assistance to the people, so that they could renovate their homes or purchase new housing. We will now allocate over 600 million roubles additionally to reimburse the region for these expenditures. The Government will continue to support our citizens who have found themselves in a difficult situation.
I would like to mention another issue significant for the regions.
The Government is implementing large-scale programmes to provide affordable gas for heating homes, kindergartens, schools, outpatient clinics and hospitals, including within the framework of the social gas provision programme, launched on the initiative of the President. And, of course, this also implies its use by the industry.
We are also connecting entire Russian territories to trunk gas pipelines, including the Murmansk Region. A pipeline, now under construction there, will also supply gas to Karelia. The same is true of Kamchatka where the construction of a marine liquefied natural gas terminal is underway.
The Murmansk Region and the Kamchatka Territory receive federal budget funding for boiler oil purchases until these projects are completed. This temporary procedure makes it possible to saturate boiler rooms and thermal power plants with fuel for generating heat and electricity.
Today, we will allocate an additional one-plus billion roubles to the Kamchatka Territory for these purposes.
This will help meet the region’s fuel demand during the winter season.
Today, we will discuss another issue dealing with the development of territories. This implies tourism which exerts a multiplier effect on adjacent sectors and increases the economic well-being of Russian territories, their residents and enterprises.
The President has repeatedly emphasised the significance of the industry for boosting the potential of cities and towns, which makes them more comfortable for work, life and leisure.
The Government is implementing the Tourism and Hospitality national project, with hundreds of facilities built and reconstructed across the country within its framework, including hotels, water parks, alpine skiing facilities and all-year-round resorts.
Many of them are built using low-interest loans, issued by banks and state development institutions, including VEB.RF. Their low interest rates are offered thanks to federal budget subsidies.
We will set aside an additional 4.5 billion roubles for this purpose. All in all, about 25 billion roubles have been allocated for this throughout 2025.
We hope that this funding will make it possible to expand the tourism infrastructure, in the first place. This will make it more convenient, allowing travellers to see more landmarks and beautiful natural landscapes in which our beloved Russia abounds and to appreciate our multi-ethic culture and hospitality.
And, of course, this will help increase the number of trips across the country. The President has set us this objective.
