Marat Khusnullin and Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nokerguly Atagulyev
The 13th meeting of the Intergovernmental Commission on Economic Cooperation was held in Ashgabat. The session was co-chaired by Deputy Prime Minister of the Russian Federation Marat Khusnullin and Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nokerguly Atagulyev.
“Today marks the first full-scale meeting of the Intergovernmental Russian-Turkmen Commission on Economic Cooperation in its updated composition. We are committed to actively deepening trade, economic, cultural, and humanitarian ties between our nations, as well as to implement major mutually beneficial projects. Overall, Russian-Turkmen cooperation possesses a robust foundation and continues to develop dynamically. Over the first seven months of this year, trade has grown by more than 30 percent. It is crucial to continue expanding trade turnover, including by facilitating the entry of Russian online marketplaces into the Turkmen market. Furthermore, we are cooperating on matters pertaining to industry, energy, culture, and education,” stated Marat Khusnullin.
Considerable attention during the meeting was devoted to the development of transport infrastructure. Measures are being implemented to increase freight traffic by rail, road, and air. Work continues on the development of the North–South International Transport Corridor.
The Deputy Prime Minister also highlighted the successful presence of Russian businesses in key sectors of the Turkmen economy, highlighting that Russian companies such as KamAZ have been operating in Turkmenistan for many years, while in the oil and gas sector, Russian enterprises supply equipment and carry out complex repairs.
“The Russian market is a priority for us. We are interested in both importing and exporting our products and see significant potential for cooperation in industry, digitalisation, and agriculture. We will also facilitate joint events for the business communities of our two countries. In education, we are keen to study Russian digital solutions for creating a unified educational system. The minutes of today’s meeting encompass all areas of bilateral relations, and for our part, we will undertake every necessary effort to implement the planned measures,” remarked Nokerguly Atagulyev.
Following the meeting, a package of documents was signed. This included the minutes of the commission, along with action plans for cooperation between the Russian Ministry of Education and the Turkmen Ministry of Education, as well as between the Federal Service for State Registration, Cadastre and Cartography and the Turkmen Ministry of Agriculture. Additionally, an agreement on technological and marketing cooperation was signed between the Saint Petersburg International Mercantile Exchange and the State Commodity and Raw Materials Exchange of Turkmenistan, along with an agreement between the customs services of the two countries on simplified customs procedures for the movement of goods and transport services between Russia and Turkmenistan. Three memoranda of cooperation in equestrian sports and horse breeding were also signed.
More than 50 representatives of relevant agencies and companies from the Russian side participated in the commission’s work. Within the framework of the intergovernmental commission, negotiations were also held between the administration of St Petersburg and the mayor’s office of Ashgabat.
Marat Khusnullin also held a working meeting with President of Turkmenistan Serdar Berdimuhamedov. The Deputy Prime Minister expressed gratitude to the Turkmen head of state for the opportunity to discuss matters of strategic partnership between the two nations. Prospects for cooperation in key sectors were reviewed, including transport issues and the issue of the shallowing of the Caspian Sea, with further avenues for collaboration outlined.
“The leaders of our countries – Vladimir Putin and Serdar Berdimuhamedov – consistently focus on strengthening bilateral relations. This year, we jointly commemorated the 80th anniversary of Victory in the Great Patriotic War. We highly value that in Turkmenistan, as in Russia, the memory of the courage and heroism of our ancestors, who fought together against fascism, is carefully preserved,” emphasised the Deputy Prime Minister.
During his working visit, Marat Khusnullin also visited the new smart city of Arkadag, where he reviewed the experience of Turkmen colleagues in housing construction, integrated territorial development, and urban improvement. The visit programme also included a tour of the Aba Annaev International Horse Breeding Academy, the city circus, and the country’s principal mosque, Turkmenbashi Rukhy, in the village of Kipchak.
