Deputy Prime Minister of Russia and Chief of the Government Staff Dmitry Grigorenko paid a working visit to Turkmenistan. The outcome of the trip was the appointment of a digital attaché to promote Russian IT solutions in the country. The specialist is anticipated to arrive in Ashgabat by the end of 2025.
This measure was announced during an official meeting between the Deputy Prime Minister and Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Mammethan Chakyev, and Minister of Communications of Turkmenistan Hajymyrat Hudaygulyyev. The parties discussed specific IT projects and prospects for collaboration in digitalisation.
Dmitry Grigorenko underscored that Russia has developed a robust information technology sector which has demonstrated steady growth in recent years. Over the past five years, the number of members in the register of accredited IT companies has doubled and now exceeds 20,000. Moreover, competitive IT solutions with high export potential have been created in the country. These include large language models, search engines, marketplaces, delivery and taxi services, antivirus programmes, and state information systems such as the public services portal.
To facilitate knowledge exchange and promote Russian solutions abroad, Russia is expanding the institution of digital attachés. To date, such specialists are operational in 19 countries, including China, Malaysia, the UAE, Argentina, Indonesia, and the Republic of Cuba. Their responsibilities include supporting the negotiation and execution of export contracts for Russian electronic products, software, and other IT solutions.
“Recent international visits have demonstrated that Russian IT solutions are in high demand not only domestically but also among foreign partners. We are committed to fostering this interest, and the digital attaché service is one of the tools for effectively advancing domestic IT projects abroad. The appointment of such a specialist to work in Turkmenistan is a confident step towards strengthening constructive technological partnership between our nations,” remarked Dmitry Grigorenko.
During his visit, the Deputy Prime Minister also delivered a lecture to students of the Institute of Telecommunications and Informatics of Turkmenistan. The address focused on key challenges and prospects in digitalisation.
Dmitry Grigorenko emphasised that, starting 1 September, Russian universities have launched enhanced educational programmes to train world-class experts in information technology and artificial intelligence. A defining feature of these new programmes is the involvement of industry partners and businesses. As part of their collaboration with universities, companies deploy their employees as instructors, incorporate real business cases and practical tasks into the curriculum, organise student internships, and participate in assessing students’ skills during final certification.
In the current academic year, no fewer than 2,400 students will enrol in the Top IT programme, while the Top AI programme will admit at least 3,800 students. The initiative to train highly qualified IT personnel has been launched at 26 Russian universities, with advanced AI specialist programmes running at 22 institutions. The project includes not only universities in Moscow and St Petersburg but also major regional institutions.
Foreign students enrolled at Russian universities are also eligible to participate in these programmes for training highly qualified IT specialists.
