As part of his working visit to Tajikistan, Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko held a series of bilateral meetings focused on strengthening partnership between Russia and Tajikistan in digitalisation. The Deputy Prime Minister noted that, following recent international trips to China, the Republic of Belarus, and Tajikistan, particular interest has been shown by foreign counterparts in Russia’s experience in digitalising public administration and implementing artificial intelligence.
The discussion with First Deputy Prime Minister of the Republic of Tajikistan Hokim Kholikzoda centred on the development of digital partnership and the adaptation of Russian expertise to accelerate digital progress. Key priorities for the host nation include expanding state e-services, enhancing cybersecurity, and training IT specialists, including in the field of AI. The meeting concluded with an agreement to explore the establishment of a joint Russian-Tajik working group on digital transformation.
“Russia possesses extensive experience in digitalising government processes and delivering public services. We have digitised document flow within the Government, creating and implementing user-friendly information systems for citizens. We continue to develop the public services portal: over 1,600 services are already available, and we are now transitioning to proactive service delivery. We are integrating artificial intelligence, including in large-scale state projects, such as the national project monitoring and management system. We have much to share with our foreign colleagues, and we see demand for Russian innovations. Tajikistan has actively embarked on the path of digitalising state systems. Exchanging use-proven best practices will significantly accelerate this process,” emphasised Dmitry Grigorenko.
During his visit to Dushanbe IT Park, the Russian Deputy Prime Minister met with Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan Khurshed Mirzo.
The meeting highlighted the successful operations of Russian IT companies in the Tajik market. Notably, they are actively involved in implementing digital systems for government authorities in the republic.
For instance, a solution by IRTech, a Russian IT developer, has enhanced the information system for Tajikistan’s Ministry of Education and Science. Approximately 562 schools in the country have adopted electronic gradebooks based on Russian-developed technology.
Another Russian-founded company, ERA Group, in collaboration with Dushanbe’s municipal administration, is deploying a Smart City system. By digitising data and utilising geodetic drones, this initiative improves resource management efficiency and urban quality of life.
Additionally, Tajikistan has demonstrated demand for telecommunications services from Russian providers. Megafon Tajikistan, a subsidiary of Russia’s telecom provider, operates successfully in the country, having pioneered 3G, 4G/LTE, and 5G networks, serving over 2 million foreign subscribers.
Russian digital platforms are also in high demand. A Russian marketplace holds an absolute market lead with a share exceeding 50 percent.
