Resolutions Nos 1534 and 1535 of 3 October 2025
The Government has introduced a temporary customs duty on the export of linseed flax from Russia to countries outside the Eurasian Economic Union.
Under the Government resolution, the export duty rate is set at 10 percent of the customs value of the raw material. The measure will remain in effect until 31 August 2026. It aims to encourage fuller use of domestic flax processing capacity and to maintain an optimal balance between the domestic market and raw material exports.
Another Government resolution establishes tariff quotas for the duty-free exports of maize produced in the Primorye Territory and the Amur Region to countries outside the Eurasian Economic Union. The export quota for the Primorye Territory is 280,000 tonnes, and for the Amur Region 130,000 tonnes.
This measure will be effective until 31 December 2025. It takes into account the projected balance of maize production and consumption in the Far Eastern Federal District and will help local producers sell their surplus products abroad when there is no demand from neighbouring regions.
Both decisions were approved at the meeting of the Subcommission on Customs Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade of the Government Commission on Economic Development and Integration held on 20 August 2025.
