At the Global Digital Trade Expo in Hangzhou, Deputy Prime Minister and Chief of Staff of the Government Executive Office Dmitry Grigorenko held talks with Wang Dongming, Vice Chairman of the Standing Committee of the National People's Congress of China and head of the Chinese delegation. The discussions focused on strengthening the Russian-Chinese partnership, particularly in the areas of artificial intelligence and innovation.
During the meeting, Dmitry Grigorenko stressed that Russia attached special significance to its relationship with China. At present, bilateral cooperation is centred on building an independent financial infrastructure and enhancing industrial and technological sovereignty. The discussions placed particular emphasis on artificial intelligence, identified as one of the most promising areas for joint collaboration.
“The potential for Russian-Chinese cooperation in artificial intelligence is immense. Like China, Russia has developed its own large language models. We are also focused on cultivating highly skilled data scientists and introducing AI technologies into public administration and across major economic sectors. By joining forces with our Chinese partners, we can lay a strong foundation for large-scale projects and further strengthen the technological sovereignty of our nations,” Dmitry Grigorenko said.
He underlined that the introduction of artificial intelligence in Russia is being carried out in a systemic manner. Successful regional practices are being scaled up and applied both at the federal and local levels. To support this effort, the Government established the AI Development Centre, tasked with identifying effective solutions and coordinating the work of state agencies, businesses, and regions in implementing the technology.
Particular attention is also being given by the Government to developing infrastructure for data processing and storage. An important step in this direction was the establishment of clear regulations for data centres. In cooperation with deputies of the State Duma, a bill first introduced in 2022 was finalised. The law designates data centres as communications facilities and provides a clear legal definition, enabling their simplified connection to power grids on preferential terms.
In conclusion, the Deputy Prime Minister noted that a Russian-Chinese working group on the exchange of experience, regulation, and application of artificial intelligence has already been established. Its first meeting took place successfully on September 23 in Chengdu.
The discussions reaffirmed the two countries’ mutual commitment to strengthening strategic cooperation.
