Sadyr Japarov: Mr Mishustin, welcome to hospitable Kyrgyzstan!
It is symbolic that your first official visit to our country coincides with the 25th anniversary of the Declaration on Eternal Friendship, Alliance and Partnership between Russia and Kyrgyzstan.
I trust that your bilateral talks with your counterpart, Adylbek Kasymaliev, have been substantive and fruitful.
During my recent working visit to Moscow, President Putin and I held a thorough and meaningful discussion on key issues of our bilateral agenda.
I would also like to take this opportunity to ask you to convey my warmest regards to my colleague.
It is gratifying to note that at all levels of interstate cooperation, we are united by a shared commitment to strengthening our alliance and advancing together.
Our active collaboration continues within regional integration frameworks, primarily the EAEU, CIS, CSTO, and SCO. In light of modern challenges, further deepening these partnerships has become more relevant and crucial than ever.
In this context, I would like to highlight the significant role of the Eurasian Intergovernmental Council, which serves as a pivotal force in shaping the future of integration within our Union.
As we preserve and build upon our accomplishments, we remain steadfast in our commitment to deepening, expanding, and diversifying our multifaceted cooperation with the Russian Federation across all areas.
Mr Mishustin, once again, welcome to Kyrgyzstan. It is now my pleasure to invite you to speak.

Let me begin by reciprocating my warm greetings to you and all our distinguished hosts here in Kyrgyzstan, and to commend the excellent organisation of all events, as always. It is a true privilege to visit Kyrgyzstan as we mark 25 years of our enduring partnership. I am also grateful for the opportunity to meet with you during this official visit.
I must acknowledge the truly remarkable setting here on Lake Issyk-Kul – the pearl of Kyrgyzstan.
I would like to take this opportunity to convey to you the kindest words of greeting from President of Russia Vladimir Putin.
Your visit to Russia in July gave fresh impetus to our bilateral relations, and our governments are now vigorously implementing the agreements reached between you and President Putin.
Russia remains one of Kyrgyzstan’s foremost foreign trade partners, with 1,700 Russian companies operating in your country. We are collaborating with our Kyrgyzstani partners to foster an optimal business climate for them here, and we particularly appreciate your personal attention to matters affecting Russian investment and commercial operations in Kyrgyzstan.
The expansion of our region-to-region ties is particularly noteworthy, with 80 Russian regions now engaged in direct collaboration with Kyrgyzstan. This momentum will be further advanced at the upcoming 12th Russia-Kyrgyzstan Interregional Conference in Kyrgyzstan, where participating regions – almost all Russian regions – are set to present new projects.
We remain firmly committed to enhancing our cultural and educational ties. In line with the joint decision by you and President Putin, we are making steady progress on a strategic project to establish nine Russian schools in Kyrgyzstan, offering dual-diploma programmes that align with both countries’ educational standards.
We sincerely appreciate your steadfast commitment to promoting the Russian language in Kyrgyzstan. Following your discussions with President Putin regarding textbooks, I am pleased to present these Russian-language textbooks I brought, which we hope will soon benefit Kyrgyzstani schoolchildren. With your permission, I would now like to hand them over to you, in full accordance with our mutual agreements.
Russia and Kyrgyzstan continue to demonstrate highly effective collaboration within the Eurasian Economic Union. Through our joint efforts, we are implementing strategic decisions that drive economic growth and improve living standards across all five member states. I am confident that our work here in Kyrgyzstan, alongside our EAEU partners, will continue in the same vein. Thank you.
