Agenda: Paying benefits to families with many children in Russia’s Far East for paying off mortgages, funding efforts to upgrade utilities in the regions, co-funding individual long-term savings.

Good afternoon, colleagues,
Today’s meeting agenda includes an issue concerning support for Russian families. They are, as the President noted, a pillar of the state. And our entire economic policy and the national projects rely on the care about them in one way or another.
One of such programmes involves paying a one-time sum of 450,000 roubles in mortgage retirement. This amount is meant for the parents who that have the third child and subsequent children.
In eight Far Eastern regions, this amount has been raised up to one million roubles.
While this measure has been in effect, the funds have been provided to more than 2,000 families, with over 800 million roubles allocated from the federal budget as co-financing.
This mechanism is in great demand. All the regions involved in the programme – the Jewish Autonomous Area, the Kamchatka, Primorye and Khabarovsk territories, and the Amur, Magadan and Sakhalin regions – require supplementary funds.
Today, we will discuss the question of providing them with about 540 million roubles so that about 1,200 families with many children could get financial assistance. The mothers and fathers creating a large family should have the opportunity to improve their living conditions.
Now a few words regarding the support for the regions. The President has underscored the need for constantly improving the quality of our citizens’ life. To this end, the Government has been implementing a number of measures, including those intended to improve the utility infrastructure throughout the country. A specific federal project has been worked out and launched for this purpose. Today, we will distribute over three billion roubles for the current year under this project. A total of about five billion roubles have been earmarked for building or repairing networks and housing facilities in 16 Russian regions, including Tatarstan, Sakha (Yakutia), Mordovia, Adygea, Belgorod, Vladimir and Chelyabinsk regions, and Altay and Perm territories.
We will also consider the allocation of 2.5 billion roubles to the Murmansk Region and one billion roubles to the Kamchatka Territory in aid for purchasing heating oil for local boiler stations and the heating and power plants to be reliably supplied with fuel and provide heat uninterruptedly to the residential buildings, schools, outpatient clinics, kindergartens, and industrial enterprises.
It is important to take further consistent efforts in order to create favourable conditions even in the most remote areas of our country.
Another issue involves building up resources for long-term investments, which is an essential aspect of the national financial sovereignty. The President pays much attention to this issue. On his instructions, a long-term savings programme for citizens was launched in the country last year. Starting this year, the Government has provided for the possibility of state co-financing of up to 36,000 roubles per year. Today, we will allocate about 52 billion roubles for these purposes.
The initial results indicate that the instrument is highly demanded by our citizens, with many choosing to transfer their pension savings to the programme. We expect such partnership to help people multiply their capital and receive additional income. And then more major economic projects will be implemented.
