Agenda: support for people and business in border areas, financing of regional and intermunicipal motor roads construction and repairs, and development of the electric vehicle charging infrastructure.

Good morning, colleagues.
First, I want to refer to support for Russian regions.
The President underscored that residents of the Kursk Region and other border areas in direct proximity to the line of contact, namely the Belgorod and Bryansk regions, are in need of additional support.
At the President’s instruction such work is going on permanently; it is systemic and comprehensive. It is utterly important for us to help people and, of course, the enterprises, where they work. So that the people, who lost their homes could return to their normal life and would be able to buy or build a house.
We will allot to the Kursk Region another sum of over 40 billion roubles. The funds will be applied, among other purposes, for continuing monthly payments in connection with the loss of basic necessities as per the President’s instruction.
The total amount of financing has already exceeded 100 billion roubles.
Now, about the business, which is so far facing difficult conditions in the Kursk, Belgorod and Bryansk regions.
A number of incentive measures are applicable there, including deferment on the tax and insurance payments for individuals and entities, equipment leasing benefits and free economic zones offering privileges for entrepreneurs.
We will provide today additionally over half a billion roubles for the payment of the workers’ downtime for reasons beyond their and their employers’ control. We have already given more than two billion roubles for such purposes since the beginning of the year, which will enable the enterprises preserve their workforce, an important thing now, and the required current assets.
Colleagues, it is important for the residents and organisations in the Kursk, Belgorod and Bryansk regions to receive the funds as soon as possible. The efficiency of such support largely depends on this.

The Government is paying serious attention to the expansion of the road network and the enhancement of connectivity between localities.
The President consistently underscores the importance of constructing new roads and enhancing logistics, noting that these initiatives create opportunities for businesses, strengthen interregional ties, and lay a solid foundation for economic growth, the successful resolution of social-sector challenges, and the accelerated development of the country as a whole.
We will allocate over 16.5 billion roubles to 11 Russian regions for the construction, reconstruction, and restoration of regional and inter-municipal highways to standard condition. This includes the Bryansk, Kursk, and the Belgorod regions. The additional funding will also be directed towards constructing crossings, bridges, and other infrastructure.
It is evident that the quality of road infrastructure significantly impacts residents’ comfort and safety.
Close oversight must be maintained to ensure deadlines are met and funds are spent effectively.
Another decision concerns the development of the automotive industry, particularly electric vehicles, which are gaining popularity due to lower maintenance costs for owners and zero harmful emissions, among other factors.
The President has emphasised the need to prioritise the strengthening of transport infrastructure, not only in major urban centres but also in medium-sized and small towns.
To this end, the Government is implementing a range of measures, including those aimed at deploying modern domestic fast-charging stations. Previously, over 3.5 billion roubles were allocated to partially offset businesses’ costs in procuring such equipment, resulting in the number of stations nationwide exceeding 2,000.
Now, under the relevant national project, we will additionally allocate about 5.5 billion roubles to deploy around 2,000 new charging stations and hubs for electric vehicles within the next three years. The corresponding instruction has been signed.
Expanding this infrastructure’s geographic coverage is crucial – ensuring that electric vehicle owners across the country can conveniently charge and travel with ease. This is a key factor driving demand for electric vehicles.
