Deputy Prime Minister Dmitry Chernyshenko held a working meeting with Ngo Phuong Li, wife of the General Secretary of the Communist Party of the Socialist Republic of Vietnam To Lam. She is currently visiting Russia at the head of a delegation participating in the Vietnam – Symphony of Tropical Colours Vietnamese cultural festival in Moscow and St Petersburg.
In early May, Ngo Phuong Li accompanied To Lam during his official visit to Russia, to attend the celebrations of the 80th anniversary of Victory in the Great Patriotic War.
Bilateral cooperation was discussed at the meeting.
Dmitry Chernyshenko stressed that this year was special for both Russia and Vietnam, as it marked a number of important historical milestones. In addition to Victory Day, this year commemorates the 75th anniversary of diplomatic relations between Russia and Vietnam, as well as the 50th anniversary of the liberation of southern Vietnam from American troops.
”There is a substantive political dialogue between our countries based on trust. We praise the results of the recent talks held between President Vladimir Putin and General Secretary To Lam during his abovementioned visit. We intend to consistently implement the agreements reached during those talks. Special focus is also placed on cooperation between the legislative bodies of Russia and Vietnam, recognising their crucial role in advancing our comprehensive strategic partnership,“ Chernyshenko noted.
The Deputy Prime Minister also praised his cooperation with Vietnamese Deputy Prime Minister Tran Hong Ha. Together, they co-chair the national sections of the Russia–Vietnam Intergovernmental Commission on Trade, Economic, Scientific, and Technical Cooperation.
Ngo Phuong Li thanked Dmitry Chernyshenko for inviting her to visit Russia and for the support provided by Russian ministries, agencies, and Vietnam’s friends in organising the Vietnamese culture festival.
Russian regions’ cooperation with Vietnamese cities and provinces also contributes to the development of bilateral relations. A notable example of successful cooperation is the Vietnamese company TH True Milk launching the first phase of a dairy production and processing plant in Russia’s Kaluga Region in May 2025. The project is being successfully implemented in the region. Dmitry Chernyshenko and To Lam took part in the inauguration ceremony.
Issues related to education and personnel training were also addressed during the meeting.
“Given the strong reputation Russian higher education enjoys in Vietnam, we will continue to develop cooperation in education and workforce training, including offering Vietnamese students the opportunity to study at Russian universities fat the cost of the federal budget as part of a special quota established by the Government of the Russian Federation,” the Deputy Prime Minister emphasised.
Dmitry Chernyshenko promised to work on the Vietnamese side’s request to increase this quota, including the share of creative disciplines.
The work is underway to set up a Russian school based on the former Multisectoral Technical Centre in Hanoi. There are also plans to open a regional Russian language centre in the South-East Asia on the basis of the Hanoi branch of the Pushkin Russian Language Institute.
Dmitry Chernyshenko turned to Ngo Phuong Ly with a request to visit the site where the Russian school will be built and expressed hope for her support in implementing the project.
Dmitry Chernyshenko also told her about the activities carried out by the Sirius Educational Centre in Sochi that were of interest to Ngo Phuong Ly. He invited her to come to Sirius to see in person the conditions for educating gifted children.
He also underscored the importance of building up cultural exchanges and appreciated Vietnam’s decision to take part in the Intervision international music contest in Moscow on September 20.
“We attach much importance to increasing mutual tourist flows, which is promoted by opening regular direct flights between the two countries,” Dmitry Chernyshenko stressed.
In 2024, approximately 230,000 Russians visited Vietnam. From January to June, the number reached 260,000. According to forecasts, by the end of this year, it will reach 450,000.
