Agenda: Benefits and guarantees for mothers with many children, preferential taxation in special economic zones and priority development areas, regulation of online marketplaces and other e-commerce services.

Good afternoon, colleagues.
At today’s Government meeting, we will consider new legislation aimed at recognising the outstanding merits of women with many children.
As the President noted, raising children requires tremendous effort. He proposed extending all social guarantees, benefits, and payments associated with the Hero of Labour title to women who hold another prestigious title, Mother Heroine.
The initiative will apply to mothers who have raised ten or more children. To strengthen social protections for women awarded this high distinction, the Government has drafted a bill granting them access to medical services without waiting lists, exemptions from housing and utility fees, and the right to a free land plot. They will also receive priority allocation of construction materials according to regional norms, helping families improve their housing conditions.
Other benefits will include preferential access to employment and free training or retraining programmes. These measures fall under the Personnel national project.
The new legislation also allows recipients to opt for a monthly cash payment of over 72,000 roubles in lieu of the support measures outlined above. The payment amount will be indexed annually. Applications must be submitted via the Gosuslugi.ru government services portal, with disbursements handled by the Social Fund.
All these changes will take effect in January 2026. We expect these measures to ease the burden on mothers as they care for their children and families.
The legislation also includes provisions for additional support for those who have already retired. Every Mother Heroine will receive a monthly supplemental payment of 36,500 roubles in addition to her pension. This amount, too, will be indexed annually just like the one I mentioned earlier.
Applications will open immediately after the law comes into force. Retired Mother Heroines will also be eligible to claim retroactive benefits for 2025 in the first half of 2026.
The approach to calculating the insurance period for parents with multiple children is also being revised. At present, up to 1.5 years of childcare per child is counted towards the parent’s insurance record, but no more than six years in total. This rule is now being updated: the entire period spent caring for each child will now be counted, with no upper limit.
This comprehensive set of measures is yet another way to show our appreciation for large families and the vital role they play. We will continue working to create conditions that encourage more families in our country to grow.
Now, about support for entrepreneurs.
As the President has stressed, we must ensure strong, intensive and high-quality growth in the real economy by modernising production and improving labour productivity, as well as increase the output of goods and services across a wide range of industries, building what can be called a supply-driven economy.
To this end, a draft law has been prepared to enhance preferential regimes for investors implementing projects in special economic zones and priority development territories.
These investors will be eligible for tax incentives equal to their actual investments in production facilities and equipment, as well as expenses on research and development.
This targeted approach is designed to ensure that the incentives provided contribute directly to the creation of cutting-edge enterprises and the expansion of competitive, in-demand production.
Importantly, regions will also be able to independently set more favourable conditions for enterprises in specific sectors operating within special zones and priority development territories.
I want to stress that these changes apply only to new residents, those who register in these zones after the law comes into effect. The incentives will be available from the third year of their operations.
Such clear and predictable rules will help improve the business climate and support entrepreneurs in implementing projects that aim to strengthen Russia’s technological leadership and expand the availability of high-quality domestic goods and services.
One more issue.
We will consider a draft law on the platform economy at the President’s instruction.
Today, e-trade is growing and the marketplaces and services that allow people to order and pay for goods and services in a convenient format are increasingly in demand. It is important to develop a transparent and efficient legal framework to support the dynamic development of this segment and, importantly, to protect the interests of both individuals who are using such online platforms and businesspeople selling their products through them. The Government’s legislative initiative is aimed at addressing these challenges.
Businesses have sufficient to prepare for the innovations, as the law is set to become effective from March 1, 2027.
We expect that all the proposed amendments will facilitate harmonious interaction between the marketplaces, their partners and users, while taking into account the interests of each party involved. Additionally, will support the development of Russian digital platforms and enhance their competitiveness.
Mr Grigorenko, please take the fulfilment of the President’s instruction regarding the speedy adoption of a law on the platform economy under your personal control. The work on this issue should also be coordinated with the State Duma.
