I warmly remember my visit to Hanoi in January. Taking this opportunity, I would like to ask you to convey my greetings and best wishes to the President of Vietnam, comrade Luong Cuong, as well as to my counterpart, Prime Minister Pham Minh Chinh.
We are glad that you are personally attending the celebrations of the 80th anniversary of the Victory in the Great Patriotic War. This is a significant date for the peoples of Russia and Vietnam, who carefully preserve the historical memory of the heroic feat of the generation of victors.
Vietnam proclaiming independence in September 1945 was one of the important outcomes of World War II.
April 30 — just on the eve of your visit — marked the 50th anniversary of the liberation of South Vietnam and the reunification of the country. I sincerely congratulate you and all Vietnamese citizens on this anniversary. We are rightfully proud of our country’s contribution to the victory of the heroic Vietnamese nation in its struggle for freedom and independence.
On top of attending the celebrations in Moscow, you will also hold talks with President of Russia Vladimir Putin. Please note that the Russian Government will ensure that all the decisions made at the highest level are promptly executed.
Vietnam is an important partner of Russia in the Asian-Pacific region. This year, we mark the 75th anniversary of diplomatic relations. We are interested in further promoting the comprehensive bilateral strategic partnership between Russia and Vietnam.
Enhancing trade and economic cooperation and increasing mutual trade are our priorities.
Russia and Vietnam are considering new joint projects in various fields, including energy, transport, industry, agriculture, high technology and digital development. The Russian-Vietnamese Intergovernmental Commission, co-chaired by my deputy, Dmitry Chernyshenko, is putting a great deal of effort into this.
We place special emphasis on promoting direct interaction between the regions of Russia and Vietnam. We will continue to create favourable conditions for launching new joint ventures, primarily involving small and medium-sized businesses.
We also value our humanitarian ties with Vietnam. Both countries possess a wealth of cultural heritage. Russian classical literature is well known in Vietnam. Russia has helped our Vietnamese friends in developing a national ballet and opera.
More and more Russian tourists are visiting Vietnam, exploring the country’s unique culture and art. Personally, I left Vietnam with unforgettable memories of the hospitality and warmth I encountered in Hanoi.
I am ready to discuss the current agenda of Russian-Vietnamese cooperation with you today. Comrade To Lam, you have the floor. Please.

I am delighted to lead a high-ranking Vietnamese delegation on this official visit to Russia, and to take part in the celebrations marking Victory in the Great Patriotic War. It is my pleasure to meet with you today.
Thank you for your warm feelings towards Vietnam and the Vietnamese people, the Vietnamese leaders and me personally, and thank you for your praise of the special relations between our countries. We are following Russia’s progress with interest. We warmly congratulate you on all the achievements that you have made under the leadership of President Putin and the Russian Government, under your personal leadership.
Vietnam supports Russia’s steady advancement and increasingly strong role in the global architecture. My current visit to Russia focuses on reaffirming our deep interest in the comprehensive strategic partnership between our countries. We remember the good past we shared, and we are resolved to further pursue mutual cooperation, striving for a new era and the prosperity of both our nations.
President Putin’s visit to Vietnam last June and your visit to Vietnam in January, as well as Vietnamese leaders’ visits to Russia, have made a tangible contribution to intensifying cooperation and implementing joint projects, and paved the way for expanding ties.
