The meeting was held as part of preparations for the Government’s annual report to the State Duma.
Mikhail Mishustin’s opening remarks:
Mikhail Mishustin meets with deputies of the A Just Russia – For the Truth party at the State Duma
Mr Mironov, colleagues,
I am delighted to welcome you all.
Today’s meeting with the A Just Russia – For the Truth party marks the first in a series of consultations as we prepare the Government’s report to the State Duma. Such discussions will be conducted with all parliamentary parties.
These consultations are essential for legislative work, ensuring reliable feedback. They enhance the quality of decision-making and the effectiveness of responses to the needs of the citizens and regions you represent.
As the President has noted, your party has maintained a solid patriotic stance from the very first days of its establishment. You have consistently championed the principles of social justice.
This approach is evident in our joint efforts to draft regulatory instruments as well as in the numerous initiatives proposed by members of your party.
One such initiative is the patronage extended to families of special military operation participants by representatives of A Just Russia. This work is undertaken not only by you personally or the party members in the Duma but also by your party colleagues at the local level. I extend my gratitude to you and your team for this commitment and support for the defenders of the Fatherland and their families.
A number of legislative proposals have been developed with active involvement of your deputies.
Last year, we discussed measures to support families with children. Mr Mironov, you proposed increasing tax deductions for second, third, and subsequent children, as well as doubling payments for minors with health disabilities.
The Government endorsed your initiative, and amendments to the Tax Code were introduced. The corresponding federal law has been approved by Parliament. This exemplifies productive collaboration between the party, ministries, and agencies.
A Just Russia, together with Duma colleagues, also drafted amendments to the education law to reduce the burden on educators, allowing teachers to focus more on students rather than paperwork.
We also welcome joint efforts to refine banking, insurance, and lending legislation. Last year, a comprehensive package of amendments to existing regulations was adopted. These include special services by credit institutions for citizens in difficult life circumstances, such as social banking accounts and deposits that will ensure guaranteed proceeds for low-income citizens.
Stricter requirements now apply to loan advertising. Citizens must be informed of all terms when entering into contracts. We expect this to foster transparency and openness between banks and their clients.
A federal law signed by the President will establish a life insurance payout system in Russia within the next 18 months. Even if a company’s license is revoked, policyholders will receive their entitled funds. These changes were developed in collaboration with your faction, other parliamentary groups, and senators.
I am aware of your successful cooperation with the Federation Council to legislate support measures for small and medium-sized enterprises. These include caps on variable interest rates for loans, consistently aiding entrepreneurs amid current economic conditions.
Colleagues, there are plenty of such examples of efficient dialogue. Importantly, A Just Russia demonstrates equal dedication to parliamentary oversight of implemented policies. We expect this constructive collaboration to continue as we address the tasks set by the President.
