Let’s begin with the topic of supporting our citizens, which was addressed during a meeting with the President last week.
A Government resolution has been signed to implement a 9.5 percent indexation, effective February 1, for over 40 different social payments and benefits.
These include payments allocated to people with disabilities across all three groups, veterans of the Great Patriotic War and military operations, as well as Heroes of Russia, Heroes of Labour, and others.
Support for families with children is set to increase. Maternity capital for the first child will surpass 690,000 roubles, while for the second and subsequent children, it will exceed 912,000 roubles.
Following the President’s instructions, monthly payments for caring for children with disabilities and individuals with group I disabilities from childhood will now be indexed annually, replacing the previous fixed amounts.
The federal budget and the Social Fund have allocated the necessary resources to ensure these commitments to citizens are met. It is crucial that people in every region receive their entitled funds promptly and in full.
Ms Golikova, please oversee the organisation of this work and the execution of the additional indexation of insurance pensions discussed during the meeting with the President. Mr Manturov, I ask you to personally take charge of ensuring the additional indexation of military pensions.
One more point: the Government is actively implementing a variety of measures to improve living conditions across the country, with a special focus on families with children. Among the most popular initiatives is maternity capital, which can be used for purposes such as purchasing or renovating a home.
To date, over 9.5 million families have taken advantage of this programme, with a third part of them managing to do so without resorting to loans.
Last year, the President signed a law that, effective March of this year, integrates individual housing construction into the escrow account system. The Government has now decided to extend this mechanism to the construction of private homes using maternity capital. This measure ensures greater protection for people’s funds, as developers will only receive payment upon the completion of all scheduled work. This represents another critical guarantee for families planning their future.
Another critical priority in the healthcare sector is supporting children with rare congenital conditions who require specialised nutrition. This nutrition is provided based on a doctor’s prescription and significantly improves the wellbeing of children, including those diagnosed with challenging conditions such as cystic fibrosis or metabolic disorders. The earlier this support is offered to young patients, the greater the improvement in their quality of life.
The Government consistently expands the list of specialised nutritional products. To ensure timely updates, it was previously decided to revise the list twice a year.
Today, we are increasing the list to 116 items.
This nutrition is essential for children’s growth and development. I urge regional colleagues to closely monitor its availability, ensuring these products are always accessible and in sufficient supply.
