I welcome you to Vietnam on behalf of our state and people.
I highly appreciate your visit. It is important and marks a good start of this year when we will mark the 75th anniversary of our diplomatic relations. It is worth noting that this is your first official visit to Vietnam. I am confident that it will provide a positive impetus to opening a new page in the history of our relations and to vitalising our comprehensive strategic partnership.
I would like to use this occasion to congratulate Russia on the great strides it has made under the guidance of President Putin, your good management and the operation of the Government of Russia. You ensure economic and political stability, and people’s lives are improving. You are also strengthening Russia’s roles and positions on the international stage.
The Communist Party of Vietnam appreciates the large, good-neighbourly and effective assistance, which you people provided to us when we were fighting for our freedom and is giving to us now when we are building and developing our country.
Vietnam is consistently pursuing an independent foreign policy. We want to steadily strengthen our traditional relations with Russia, which we regard as a top priority. We view Russia as a close friend. I am confident that your visit will help deepen our ties to the benefit of our peoples and in the interests of peace, cooperation and development in our region and the world as a whole.
I would like to use this occasion to convey my cordial greetings and best wishes to President Putin and the Russian people.

Russia and Vietnam have comprehensive relations of strategic partnership based on the principles of friendship and mutual respect. On 30 January, we will celebrate the 75th anniversary of our diplomatic relations.
The main task for our governments is to implement all the strategic agreements that have been reached during President Putin’s state visit to Vietnam in June 2024.
We are committed to strengthening our practical cooperation with friendly Vietnam in all spheres, primarily in implementing our joint projects in energy, industry, transport and agriculture.
I am confident that there is great potential for increasing our mutual trade and investments.
Our intergovernmental commission is working actively. It is co-chaired by my deputy Dmitry Chernyshenko.
Our trade and economic cooperation are developing progressively. In January to October last year, our trade increased by 24 percent.
We are also interested in promoting our cultural and humanitarian ties. Over 3,000 Vietnamese students are studying at Russian universities. We continue to hold the Culture Days of Russia and Vietnam, organise guest tours of our performance groups and theatres, Film Weeks and exhibitions. Broadening direct contacts between our people and learning more about each other’s rich cultures, history and traditions will help strengthen friendship between Russia and Vietnam.
