Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
I will begin with the Kursk Region and the situation evolving there. Yesterday, this topic was discussed in detail at the meeting with the President. As you know, civilian facilities, residential buildings and ambulances were under fire. And, of course, it is important now to support the residents of the region.
All agencies are actively working. People are being evacuated from unsafe areas to specially-established temporary accommodation centres in the neigbouring regions. They are provided with medical assistance, if necessary, including with the help of specialists from federal medical institutions.
On the President’s instruction, First Deputy Prime Minister Denis Manturov chaired an interdepartmental meeting yesterday on emergency assistance to the Kursk Region.
We have allocated 1.8 billion roubles to help the families, who have lost their homes. The relevant executive order has been signed.
Colleagues,
It is extremely important now to ensure well-coordinated work of all federal, regional and municipal authorities, including efforts to monitor the provision of payments to people staying in temporary accommodation centres.
I ask all the deputy prime ministers and ministers to be in touch round the clock; ensure substitutions in case of necessary trips. Each of you keep the issues in the areas of you supervision under personal control.
We continue to support the participants in the special military operation, who concluded their contract for the first time. The lump-sum payment for them has been doubled – up to 400,000 roubles. The President signed a relevant executive order in July. He recommended that the regions should also pay the same amount to our defenders.
Many Russian regions are already doing so, rendering support in even greater amount.
Now, the Government has approved the rules and deadline for granting federal funds to servicemen. The necessary amendments have been made to the regulatory documents. Those who will be engaged in the special military operation in the Donetsk and Lugansk people’s republics, Zaporozhye and Kherson regions will be eligible to such grants. For getting the payments due to them, their contracts with the Ministry of Defence must be concluded between 1 August and 31 December this year.
Those who defend the national interests, the future of the country, and their family members should be fully provided with all the social guarantees they are entitled to. This applies to various payments, benefits and compensations, as well as preferences in getting education, employment and medical treatment. And in general, when dealing with other issues of vital importance for a person.
Taking care of our guys and their relatives is a priority for the Government.
One more issue is support for the children’s healthcare.
On the President’s instruction, the Government will allocate funds to purchase expensive equipment for the Dmitry Rogachev National Medical Research Center, namely – single-photon emission computerised tomography scanner.
The centre provides assistance to children from all regions of the country. The centre implements the most advanced treatment methods, performs various types of diagnostics and high-tech operations for complex diseases.
A new building was opened in the centre last year. Expansion of oncological research is also included in the plans. All this, of course, requires modern equipment. New equipment will reduce the time of examinations and improve their quality. And, what is important, will ensure uninterrupted work of all specialists necessary for treating children and providing therapy to even more young patients.
We will go on doing everything necessary to develop pediatric medicine.
