Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues,
The President has renewed the line-up of the Coordination Council that now includes Presidential Aide Alexei Dyumin, as well as Defence Minister Andrei Belousov and Minister of Industry and Trade Anton Alikhanov.
Our Council’s goals and objectives remain the same. Members of the Council should facilitate constructive collaboration in all spheres for meeting the needs of the Armed Forces that arise during the special military operation and to make sure that our defenders get everything they need.
We continue to expand production of material and technical resources for addressing objectives along the demarcation line. This implies weapons, military and special-purpose equipment. We have compiled plans for delivering these items to our troops. The volume of manufactured essential goods already exceeds 60 percent of planned annual production targets.
We need to strictly fulfil pre-set deadlines, and we should not slacken our pace. We also have to upgrade the specifications of operational equipment and their performance. We have already scored positive results while modernising current combat systems, and designers have expanded their functional capabilities. It is very important to continue this work because the achievement of military objectives and the lives of our service personnel depend on this.
We are allocating substantial funding for the development of the defence industry sector. It is necessary to meticulously oversee the disbursement of financial resources and their use at every stage. We need to check agreements that have been signed and use risk-oriented approach more often to prevent possible violations today and in the future. These measures will make it possible to improve cost-effective budgetary funding and to minimise state contracts price hikes. We have repeatedly noted this. This includes efforts to reduce the risk of accounts receivable among producers.
I would like to ask managers at all levels to personally monitor these issues. It is necessary to spend every budget rouble in line with designated plans.
We need to focus on expanding production at enterprises that manufacture components for weapons systems. The President has instructed us to complete, reconstruct and overhaul facilities at multiple organisations in this category. Members of a group for implementing a special infrastructure project, managed by my deputy Marat Khusnullin, are conducting this work. This project aims to streamline design solutions and to adjust the regulatory framework and interdepartmental coordination.
I would like to say a few words about material and social support for participants in the special military operation.
From now on, we issue combat veterans certificates both on paper and online. Consequently, our defenders will find it easier to receive their benefits. In effect, this is a combined bank and social card, which entitles holders to federal and regional benefits.
We also continue to issue monthly payments without prior applications. People no longer have to collect and submit documents confirming their status. The concerned agencies will do everything possible for remitting cash payments.
It is very important that those doing their military duty receive state assistance all the time.
Today, we will discuss areas requiring additional efforts for accomplishing all objectives set by the President.
