The Government has reported on the progress in fulfilling Presidential Instruction No. Pr-1293 of June 11, 2013 (Subclause G of Clause 1) on preparing proposals for additional preferences during state procurement of goods produced in Russia.
The Government says, in particular, that the federal law On Placing Orders for the Delivery of Goods, Performance of Work and the Rendering of Services for Government and Municipal Needs envisages that the federal executive agency exercising normative legal regulation for the placement of orders shall, on Government instruction, establish conditions for the purchase of goods originating from a foreign state, or work, services rendered by foreign individuals.
A relevant order has been approved by the Ministry of Economic Development. The order determines the procedure for granting a 15% contract price preference on orders whose bids contain proposals for the delivery of goods of Russian origin and also contains a list of goods for which the preferences apply. The order is in effect until December 31, 2013.
On January 1, 2014, the federal law On a Contract System for Purchases of Goods, Works and Services To Meet Government and Municipal Needs comes into force, providing for a similar procedure that establishes conditions for the purchase of goods originating from a foreign state or a group of foreign states, or works performed or services rendered by foreign individuals.
In addition, it is stipulated that the Government, in order to protect the bases of the constitutional order, ensure the defence of the country and the security of the state, to protect the domestic market, to develop the national economy and to support Russian producers, has the right to ban or restrict the admission of goods originating from foreign states, or works performed or services rendered by foreign individuals.
