Issues related to further promoting integration in key economic areas and improving the legal base of the union were discussed.
On 20 October, the Council of the Eurasian Economic Commission had a meeting chaired by Deputy Prime Minister of the Russian Federation Alexei Overchuk.
The meeting participants reviewed issues pertaining to further promoting integration in key areas of the economy and improving the legal basis of the union.
In particular, a statute was approved on selecting joint cooperation projects in various industries and providing financial assistance for their implementation by EAEU member states. The document envisions the introduction of new support tools for industrial cooperation from the EAEU budget to be endorsed at the meeting of the Eurasian Intergovernmental Council scheduled for 26 October 2023 in the Kyrgyz Republic.
The participants had a constructive exchange of opinions regarding the draft Declaration on Further Development of Economic Processes within the EAEU to 2030 and for the Period to 2045, The Eurasian Economic Path. The document presents the countries’ vision for the future progress of the union and will be discussed by the heads of state and government of the union member nations.
Council members heard the Commission’s report on the current state and prospects for the EAEU integrated information system, and stressed the need to further develop that system.
A decision by the Supreme Eurasian Economic Council, on the fees to be paid by economic entities to apply to the Eurasian Economic Union Court, was approved at the meeting.
The Council introduced amendments to the Technical Regulation of the Customs Union, On Small Craft Safety, submitted by the Russian Emergencies Ministry. The amendments specify the term “small craft,” include definitions for “airboat,” “jet ski,” and “decked small craft,” and provide a definition for active recreation means at water bodies in order to avoid varying interpretations of the requirements of the technical regulation.
Amendments were also made to the Rules for Registration and Expert Review of Pharmaceuticals for Medical Use. These amendments were highly sought after by the business community. They streamline the procedure of bringing registration certificates of medicinal products into conformity, adjust the rules for issuing perpetual registration certificates and clarify the text of rules in view of enforcement practice.
The parties also discussed the diverging opinions on the draft Guidelines for EAEU International Activity in 2024 to be presented for consideration by the Supreme Council of the Eurasian Economic Union. The Guidelines identify the key areas and priorities of the EAEU’s international activity in 2024 as well as tools to achieve them.
A decision was endorsed to improve the procedure for evaluating the actual impact of the decisions adopted by the Commission, and the assessment of the regulatory impact on draft international treaties within the union.
The Council members also approved a draft Free Trade Agreement between the Eurasian Economic Union and its member countries on the one hand, and the Islamic Republic of Iran, on the other hand. The draft agreement was submitted for completing the intrastate protocols necessary for its signing.
