The agenda: augmentation of the support programme for software developers, expansion of the list of areas for training specialists in education and production clusters, financing the construction of schools in the regions.

The President has instructed us to ensure independence from foreign software. To this end, we continue to support our software developers.
The Government is increasing the scope for such companies to receive preferential loans for new projects with a maximum rate of 3 percent per annum.
Now accredited companies that have not used tax preferences provided for the IT industry, or the right to lower insurance premiums, will be able to apply for them. Previously, such a condition was mandatory.
The loan proceeds can be used for incentive payments to professionals and reimbursement of past expenses.
Thus, more businesses will be able to take advantage of government support, and create and market modern and popular products.
Another topic. The President has set the task to train about one million workers in the next five years in priority sectors of the economy.
For this purpose educational and production clusters are being opened across the country within the framework of the Professionality federal project. They bring together colleges and specialised companies. It is a good opportunity for businesses to participate in training students. And the young people acquire practical skills, master the modern equipment used at the enterprises, and communicate with experienced tutors.
Such centres can be created in 16 key areas. Among them are mechanical engineering, agriculture, metallurgy, construction, the nuclear and chemical industries, information technology and a number of others.
On instructions from the President, the Government is expanding this list. It will include the electronics and robotics industries.
Last year, 71 clusters were launched. Seven billion roubles were allocated from the federal budget for these purposes, not including regional funds and private investment. The same amount is envisaged for this year as well. The Government will support the establishment of another 70 educational and production centres. And more young people in new areas will be able to enter the professions that are in demand.
We continue building schools in the country to provide the best conditions for education for children in all regions. The President has spoken about this on many occasions, emphasising that all plans should be strictly complied with.
The Government has decided to reallocate more than 4.5 billion roubles, which have been freed up in the budget, to seven Russian regions. They will go to Yakutia, the Primorye Territory, the republics of Ingushetia, North Ossetia, Tatarstan, and the Vladimir and Penza regions.
They will help these regions complete the construction of nine modern, well-equipped institutions of general education and create conditions for admitting over 8,000 more students, which will improve the availability of high quality education for children.
