The agenda: Subsidising the production of ship equipment, financing preferential tariffs for the transport of agricultural raw materials and food, and extending the procedure for providing state guarantees for loans to industrial enterprises.

Good afternoon, colleagues,
The President and the Government are paying very close attention to the domestic industry. The President spoke about the need to continue the work to develop our own production in high-tech spheres.
Some industries found themselves in a rather difficult situation due to Western partners refusing to carry out planned deliveries. These included shipbuilding enterprises and our shipyards. One might say that this sector holds a key position in the Russian economy and uses the most complex competencies that are extremely important for many consumers and subcontractors.
And the Government is continuing the programme for the development of civil shipbuilding. This year we will allocate 14 billion roubles from the budget for the development, serial production and upgrade of ship equipment manufacturing. This is twice as much as last year.
Recipients of subsidies will be able to offset up to 80 percent of their costs. Appropriate funding is provided for next year as well.
We hope that the implementation of the programme will help ensure the construction of various vessels, including up-to-date passenger and fishing vessels, as well as tankers and gas carriers.
The Government is actively working to support the agricultural complex.
In order to ensure the delivery of agricultural raw materials and food by rail, we will allocate two billion roubles. The funds will be used to reimburse the costs of carriers who set a reduced rate for such products.
This solution will make it possible to continuously transport at least one million tonnes of cargo, including grain, oilseeds, fish, mineral fertilisers, and other goods that are in demand. And it will help agricultural producers and the food industry to get everything they need for their activities. And people in every Russian region will have a fairly wide choice of high-quality products.
The Government will continue to consistently help Russian enterprises, above all in implementing sustainable development projects, including the strengthening of production activities.
The President instructed that effective tools be provided to support the industry with the necessary funding. To do this, we will extend the procedure for providing state guarantees. In the budget for the current year, the funding for such purposes has been increased by a third, to more than 300 billion roubles. Enterprises will be able to secure up to 100 percent of liabilities on loans and bond issues.
We hope that this will increase the attractiveness of investment in various industries and also make it possible for businesses to address some urgent tasks, such as the environmental upgrade of aluminum smelters in Bratsk, Irkutsk, Krasnoyarsk and Novokuznetsk. And it will help improve the conditions for people living near these enterprises.
