The meeting took place via videoconference.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues,
We continue to supply our forces with all the necessary weapons and equipment, and to address the issues of medical and social support for participants in the special military operation.
We have taken measures to expand the production capacities of the country’s defence industry and to increase the output, based on the relevant calculations, of the most in-demand products, including the timetables for the upcoming deliveries.
Colleagues, I would like to note that time is of the essence. No delays are acceptable, not even the shortest ones. We must try to work ahead of schedule wherever possible. This is why I would like to ask you to closely monitor the situation and, if and when necessary, make the necessary adjustments, including directly at production facilities, without any delay.
Another major sphere of our work is the construction of fortifications in the deployment areas. We are using considerable means and resources for this purpose, which has allowed us to build a significant number of fortifications, but there is still much to do.
We must continue to implement our plans in this sphere as quickly as possible. I would like to ask the Construction Ministry to keep track of these projects.
As per the President’s executive order, we continue working to establish the Defenders of the Fatherland dedicated state fund for support to participants in the special military operation. Its branches will open in all of Russia’s constituent entities. They will help provide social, medical and psychological assistance to the military personnel and their families and dear ones, and address all the current matters, including rehabilitation and employment.
The Government has prepared decisions on the approval of the fund’s charter. We must complete the drafting of the necessary bylaws and the allocation procedure for the fund, jointly with the ministries and departments.
We must also streamline the procedure for the acquisition of medicines, medical goods and other much needed products for the fund and establish a centralised information system of the citizens who receive such support.
It is important to do this efficiently, so as to help our defenders and their families quickly, comprehensively and without red tape or foot-dragging, as the President pointed out.
Last week, the State Duma adopted substantial amendments to the Law on Veterans. They are aimed at expanding its scope to include those who took part in combat operations as members of the miliary units of the Donetsk and Lugansk people’s republics, as well as the citizens who signed contracts with the organisations that are helping fulfil the tasks set to the Armed Forces of the Russian Federation.
The Government has wholeheartedly supported that initiative. Its goal is to create equal conditions in the area of social protection for all participants in the special military operation.
Today we will discuss the attainment of these goals and the implementation of the Council’s previous decisions.
I would like the Defence Minister, the Interior Minister, and the heads of the National Guard and the Federal Security Service to update us on the current level of provision of the services that report to you.
