Agenda: simplifying regulations for participation in the programme for the voluntary relocation of compatriots to Russia, additional funding for the industrial mortgages programme, and regulations for subsidising grain producers.

Good afternoon, colleagues,
The President has set the task of facilitating the voluntary relocation of our compatriots from unfriendly states to Russia. The Government will make it easier for them to take part in the state programme. They can submit applications in the state of their citizenship and in Russia as well. Moreover, it will no longer be necessary to have documents whose provisions are duplicated in Russian translated and notarised.
The authorities shall review the applications on participation in the state programme of refugees and those obtaining temporary asylum more quickly. We will also reduce the package of documents needed. Applicants will no longer have to submit birth certificates, education documents, work records and numerous other information.
We will therefore help thousands of our compatriots and their families relocate as soon as possible, so that they would be able to live and work in Russia.
I would now like to raise another important issue. The state prioritises the development of national production facilities in the new conditions. For this purpose, we are implementing a number of support mechanisms, including the industrial mortgages programme. We launched this programme last year at the initiative of the President, and the business community became greatly interested in it.
The Government has now allocated over 1 billion roubles for financing this programme. Quite recently, I discussed efforts to draft this decision during my report to the State Duma. Consequently, the total volume of 2023 subsidies will exceed 1.3 billion roubles.
This will allow enterprises to obtain soft loans worth over 45 billion roubles for purchasing production sites. This assistance will be substantial. During our trips, the managers of industrial companies often inquired precisely about this financial tool.
We will continue to improve this programme, and we will help launch new promising projects in various Russian regions and create hundreds of jobs. Consequently, we will accomplish a strategic objective set by the President, namely, strengthening the country’s technological sovereignty.
Another document deals with support for grain producers. This is one of the most effective aspects of the national agriculture sector. All of us recall the record-breaking 2022 harvest. As the President has repeatedly said, we need these successes for strengthening the food security of Russia and for expanding food exports.
The Government has drafted a resolution clarifying the rules for issuing subsidies to reimburse farmers for part of their grain production and sales expenditures. Last year, we expanded assistance to these farmers by 100 percent, to 20 billion roubles. They will continue to receive state support. The 2023 budget stipulates 10 billion roubles for these purposes.
The regions will be able to provide agribusinesses with inter-budgetary transfers for compensating 2022 expenditures.
We hope that this decision will help stabilise the grain market and the overall food market, and that it will continue to provide our citizens with high-quality foodstuffs.
