The meeting was held as part of preparations for the Government’s annual report to the State Duma.
Mikhail Mishustin’s opening remarks:
Mr Zyuganov, members of the Communist Party at the State Duma,
By tradition, we hold meetings with deputies before the Government’s report to the State Duma. Today, we are meeting with you, deputies of the Community Party.
This dialogue makes it possible to directly discuss key legislative initiatives concerning the most important current issues, including those related to the special military operation.
During his Address to the Federal Assembly, the President noted that the absolute majority of our citizens supported the action to defend Donbass, and it is in this that our society’s true patriotism manifested itself.
The Communist Party has consistently held to these positions and constantly helps civilians in those regions and our defenders by sending humanitarian aid there.
When the Duma was at work helping to integrate
the four new regions, your party was actively involved in drafting the
necessary initiatives.
I want to thank you for the constructive stance shown by your members when discussing government bills. There were many nuances and difficulties, including in the bills on pension and auxiliary social welfare for residents of these constituent entities, but everything was adopted very quickly.
I would like to specifically commend the Communist Party for always paying particular attention to matters related to agriculture. The State Duma Committee on Agriculture, headed by the party’s representative, and the Ministry of Agriculture have long established productive cooperation.
Some of the most important issues include agricultural land turnover, supporting breeding projects, seed farming, supporting small agricultural enterprises, and a range of other issues.
The Communist Party and its parliamentary party have always been specifically focused on developing the rural territories, improving their quality of life, building modern roads, housing, schools, and paramedic stations. We allocate funds for these purposes from the federal budget, including as part of the targeted state programme and associated programmes.
Last year, this parliamentary party and other parliament members proposed a bill that should help agricultural producers with organic production. This is a new but promising niche for Russian agriculture. This bill has already been enacted into law.
As a general rule, Communist Party deputies always support initiatives that ensure the country’s food security.
You also dedicate equal attention to a range of other industrial sectors. Nikolai Kolomeitsev knows this well as he maintains a dialogue with the Government. These issues include developing machine tool engineering, microelectronics, energy and many other industries that are essential for achieving our country’s technological sovereignty. The Communist Party actively promotes initiatives on modernising these industries, creating conditions for building domestic manufacturing, including component assembly. These matters are extremely important for the Government and remain on our agenda.
Another important initiative from your deputies that I would like to acknowledge concerns social entrepreneurship.
Both small and medium-sized enterprises involved in book publishing for children and youth can rely on benefits and state support. After the existing legislation has been amended, they will be able to keep their status as social enterprises. Signed by the President, the respective bill has taken effect, which means that publishing companies and bookstores will be able to continue offering a wide choice of literature for schoolchildren.
Serious work has been done in coordination with members of other parliamentary parties to protect the rights of equity housing investors. First of all, I am talking about a bill, signed by the President, on additional guarantees to prevent embezzlement of equity funds, including by toughening control over indemnification fund spending. We are confident that these measures will prevent potential abuses, and the new regulation will provide reliable guarantees and protection of rights to our citizens.
