Good afternoon, colleagues,
In his Address to the Federal Assembly, the President identified various tasks facing the country. He specifically thanked Russian citizens, including those who are now working 24 hours a day at defence industry enterprises, building fortifications, aiding wounded personnel and supporting our defenders.
It is necessary to continue effective work on logistical and medical support for military units. We need to pay close attention to informing all participants in the special military operation and their families about newly approved social support measures and monetary allowances. It is important that these measures are provided without excessive red tape and administrative delays.
The President emphasised that volunteers, those serving on contract and draftees were all fulfilling their sacred duty to the Motherland. To support them, the Government has approved a number of amendments to current regulatory acts.
A resolution has been signed that enables members of volunteer groups – we have many such people – to receive free assistance at military medical units and centres. They can also be provided with medicines and, if necessary, medical devices.
Military doctors are certainly making every effort to save their patients’ lives and restore their health. The respective resolution will smooth out the organisational processes. All that matters is that the fighters recover faster.
The Government has already simplified the procedure for our defenders to apply for their benefits and deferrals. At the same time, a number of regions offered assistance to their families, such as priority enrollment in kindergartens and many other benefits.
Another resolution clarifies the procedure for digital interaction between various agencies for this purpose. The Russian regions will now have information about their residents who have been mobilised, and will provide them and their families with additional support measures, including through the gosuslugi.ru government services website. It is important that the automation of all processes will cut the time for providing these services.
The President has proposed establishing a dedicated state fund for bringing targeted, personalised assistance to the families of fallen fighters and veterans of the special military operation. We have already discussed this at a government meeting. All instructions have been issued, and work began on creating this fund. It will coordinate the provision of social and medical assistance, as well as rehabilitation services for veterans of the special military operation, and also help them with training.
We also need to develop a system of personalised support for our defenders and their families.
Colleagues, in his Address, the President also spoke about the need to grant a two-week leave every six months to all fighters participating in the special military operation. We will need to work out the details and procedural aspects to plan the respective logistics. It is important to promptly resolve all issues with the implementation of this instruction.
During today's meeting, I would like to ask the heads of the working groups to report on their progress, and the head of the Federal Anti-Monopoly Service, Maxim Shaskolsky, to report on the results of the effort to control prices of products supplied under the state defence order.
I ask Defence Minister Sergei Shoigu, the heads of the Interior Ministry and the Federal Security Service, and the deputy director of the National Guard update us on the current level of provision of the services that report to you.
