Agenda: Denis Manturov’s responsibilities as Deputy Prime Minister – Minister of Industry and Trade, results of the joint work of the Cabinet of Ministers and deputies during the spring session of the Federal Assembly, and financing the construction of facilities to protect against flooding in the regions.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Let me begin by introducing Denis Manturov in his new capacity. His candidacy for the post of Deputy Prime Minister – Minister of Industry and Trade was promptly considered and approved by the State Duma deputies. Last Friday, the relevant executive order was signed by the President.
Congratulations.
In your new post, you will supervise the state’s industrial policy as well as the implementation on programmes for the development of the nuclear, rocket and space sectors, shipbuilding, aviation, radio-electronic and defence industries. You will also carry out technological and nuclear supervision.
In the Government, all deputy prime ministers, in addition to their sectoral duties, are responsible for the socioeconomic development of specific federal districts. The industrially-oriented Ural Federal District will be assigned to you.
I would like to ask you to focus on improving the attractiveness to investors of the relevant regions as well as on controlling the use of the budget allocations arriving in these regions.
Mr Manturov, you have all the qualities to implement the tasks set by the President. I am also asking you to consider in your work the proposals made by the deputies, which they expressed during your meetings with the parliamentary parties.
I would also like to thank Yury Borisov for our joint work. The presidential executive order appointed him head of the Roscosmos state corporation. I wish him success and productive work in this capacity.
I would also like to thank Dmitry Rogozin, who headed this state corporation for four years. I believe that he will soon be back to work.
Today we will sum up the results of the joint work of the Cabinet and deputies during the spring session of the Federal Assembly, which has already ended. I consider it important to note not only the contribution of the State Duma and the Federation Council to the process of forming a new legal framework, but also the active engagement of deputies and senators who helped, against strong external pressure, make decisions necessary to stabilise the situation in the country.
At a meeting with the State Duma leadership, the President noted the political viability and maturity of all parliamentary parties that acted in a consolidated and cohesive manner, like real statesmen and patriots of their country.
We can see that the deputies and senators regard joint work with the Government in the same way. First of all, during meetings on solutions we have developed, so that citizens and entrepreneurs can use the support measures as quickly as possible. More than half of the bills adopted at the last session were initiated by the Cabinet.
In addition to this, all Duma parties have regularly sent specific proposals to our response centre. Many of them have already become laws and other legislative acts.
Here’s another moment I would like to highlight. All parties acted extremely responsibly during the spring session, despite different political programmes.
The list of the most important documents adopted during these months includes tax incentives for people and a number of industries, amendments to the Budget Code to ensure the financial stability of regional budgets, indexation of pensions, and support for families with children.
I am confident that we can count on effective cooperation in the future, too, including as part of parliamentary monitoring of the implementation of the adopted decisions in the regions.
I would like to thank State Duma Speaker Vyacheslav Volodin and Federation Council Speaker Valentina Matvienko for organising such cooperation. We will continue to work in such a manner. We are about to develop a draft budget. A constructive dialogue held at the stage of zero readings will make it possible to develop the main financial document in Russia, which should reflect initiatives aimed at improving the quality of life of Russians.
Now onto a different topic. The Government continues working to prevent emergencies. The President stressed that preventing the adverse effects of natural disasters requires a long-term strategic approach, primarily to ensure the safety of people.
The federal budget provides money for these purposes. We will redistribute the funds in order to speed up work in four regions: the Altai and Perm territories, the Vologda Region and the Chechen Republic. We will allocate over 150 million roubles to strengthen flood protection. The financing will cover the construction of dams and engineering structures, as well as coastal reinforcement. Together, these measures will help thousands of residents avoid flooding and prevent damage worth billions of roubles.
Ms Abramchenko, I am asking you to personally oversee that the construction deadlines for these important facilities are met.
