The meeting was attended by Minister of Labour and Social Security Maxim Topilin, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin, and Mikhail Shmakov, Chairman of the Federation of Independent Trade Unions of Russia. At the beginning of the meeting Olga Golodets called on the representatives of labour unions and employers to actively contribute to the efforts of the working group for pension reform that will be formed under the Ministry of Labour.
The Deputy Director of the Finance Ministry's Department of Tax and Customs Tariffs Policy, Sergei Razgulin, also spoke at the meeting. He said the government has no plans to change the tax system in favour of a progressive taxation scale, or to introduce a sales tax. Mikhail Shmakov, Chairman of the Federation of Independent Trade Unions of Russia, had addressed the Finance Ministry representative with a question about these possibilities.
Among other issues, the trilateral commission discussed a draft federal law on introducing amendments to the Labour Code that regulates the procedure for drafting, approving and applying professional standards.
Another item on the agenda was a discussion of the scenarios and the main social parameters of the forecast of socio-economic development in Russia for 2013 and the 2014-2015 planning period.
