Good afternoon, colleagues,
The Commission is continuing its effort to transform Russia’s economy, reduce the impact of Western sanctions, and take long-term measures. Nearly 200 proposals have been studied. Today, we will discuss yet another package of initiatives – about 20 all in all – which cover several areas. These include measures to speed up budget procedures, tax incentives, support for specific industries, and more.
We have consistently taken measures to reduce the administrative pressure on business. I would like to mention another two decisions.
First, the effective period of new conclusion reports for confirming the production of industrial goods in this country will be extended from one to three years. The documents that are currently available will be extended by one year. The relevant resolution has been signed.
Simultaneously we will convert the registration procedure to an e-format. Entrepreneurs, the Chamber of Commerce and Industry, and the Ministry of Industry and Trade will use the State Information System of Industry to do that.
The second decision is aimed at supporting developers of design documentation for components. This year, we will raise the ceiling of co-financing for this work from 80 to 100 percent through subsidies to be provided by the Agency of Technological Development. Resources will be allocated as grants worth up to 100 million roubles.
This step will enable developers to spare time and effort looking for extrabudgetary co-financing sources. This should have a positive effect on the rates of developing and implementing design ideas. Many potential co-investors are currently in a difficult situation themselves and have to spare funds in order to reformat their own businesses.
We hope that all these measures will help enterprises to adjust to the new conditions more rapidly and speed up the processes of import substitution and reforming value-added chains.
